Director of Operations MSF OCA Medecins Sans Frontieres

Medecins Sans Frontieres (MSF-Holland) is an association and member of the international Médecins sans Frontières (MSF) movement. MSF-Holland (MSF-H) is an independent, medical-humanitarian organisation that provides emergency medical assistance to people worldwide, regardless of their background, religion or political convictions through direct support. MSF-Holland and the MSF sections in Germany, the UK and Canada are collaborating in the Operational Centre Amsterdam (OCA), which implements and supports field operations from offices in Amsterdam, Berlin, London and Toronto. MSF OCA manages between 60-70 medical projects in around 25 countries worldwide, employing over 1,100 international and over 6,000 national staff. The annual field budget exceeds 120 million Euros.

Director of Operations
The Director of Operations (DO) oversees the implementation of all MSF OCA activities in the field, setting overall operational ambition and strategy, ensuring respect for humanitarian principles and medical ethic as well as the safety and security of MSF programmes and personnel. S/he develops, adapts and leads the operational policy in conjunction with the Medical Director and in close collaboration with the OCA Management Team. S/he defines the operational annual plan for field operations together with the operational team, ensuring involvement and inputs by the field and support departments. S/he supervises the implementation of the annual operational plan through the Operations Platform and the direct supervision of the operational desks and the emergency desks.

Organisational position
• Reports to the General Director
• Line-manages 5 Operational Managers, the Emergency desk, the deputy Director of Operations and the Field Security Advisor
• Leads the Operations Platform
• Is member of the OCA and MSFH Management Teams
• Is member of the International Operations Director Platform
Objective of the position
• Provides leadership and accountability to MSF OCA field operations through the supervision of the OMs and the Emergency Desk
• Oversees the implementation of the MSF OCA operational policy
• Develops transversal operational themes and innovation in operational models that allow for continued access to populations in need
• Builds and stimulates links between Public Health Department and Operations in order to implement health and operations policy and increase relevance and quality of medical programs
• Structures and stimulates interaction between operations and support departments to achieve integration of operations and support processes
• Identifies and develops strategic public positioning on operational issues and events, and stimulates collaboration between Operations, Advocacy, Reflection and Communications
• Represents MSF OCA operations in the international movement, ensuring active and effective collaboration between MSF OCA and the other MSF Operational Centres

Profile
We are looking for a candidate with strong operational experience with MSF (or a comparable organisation) and with medical emergency aid in complex humanitarian situations and emergencies. The candidate will have a strong sense of the MSF mission with an ability to make a contribution to strategic operational and medical challenges and opportunities, translating these into operational policies. S/he demonstrates strong skills in management and leadership and has proven capabilities to lead and direct people of various disciplines and cultural backgrounds across multiple time-zones and locations. S/he will be an innovator and a coach who subscribes to a field-driven organisation, has good communication skills and is able to function well in a multifunctional global management team.

Requirements
• Thinking and working level at academic standards. Other relevant post graduate academic qualifications in health, medicine management, international relations or related disciplines are highly appreciated. A (para) medical background (preferably a Medical Doctor) is a strong asset
• Minimum of 4 years experience in a relevant management position in MSF or a comparable organisation (Head of Mission, Medical Coordinator, Operational Director, Head of Department, or Director)
• At least 5 years field experience of emergency (medical) aid with MSF or a comparable organisation
• Willingness to work irregular and long hours and to spend considerable time in the field (up to 30%) with frequent travel to MSF sections inside and outside the MSF OCA partnership
• Willingness to live in Amsterdam
• Commitment to a minimum period of three years
• An excellent command of spoken and written English and French; additional language skills are an asset
• Strong public communication skills

We offer
• A contract for three years with a renewal option of two years (subject to satisfactory performance) based on a fulltime appointment
• A gross monthly salary between € 5.678 and € 8.110 depending upon relevant professional experience and based upon a 40-hour working week
