Terms of Reference for Non State Actors and Local authorities development baseline study.

BACKGROUND
Caritas Switzerland and Caritas Luxembourg are non-governmental aid agencies and members of Caritas Internationalis. Caritas works worldwide and adheres to international humanitarian principles (NGO code of conduct). Caritas Switzerland and Caritas Luxembourg act in the frame of a MOU as a consortium in the Horn of Africa. They operate a joint liaison office in Nairobi and country offices in Hargeisa (Somaliland) and Torit (Southern Sudan). Caritas Switzerland/Luxembourg is implementing a two year European Commission (Non State Actors and Local authorities Development) funded project in partnership with the Catholic Diocese of Torit (DOT) and Netherlands Development Organization (SNV) in Eastern Equatoria state in Southern Sudan. The project will be implemented in Kudo payam in Torit county, Burgilo payam in Lopa/Lafon county and Narus payam in Kapoeta East county. The project is also being implemented in collaboration with Local authorities that include State Ministry of Local Government and Law Enforcement Agencies (SMOLG&LEA) and State Ministry of Agriculture, Livestock, Forestry, Environment and Rural Development (SMOALFE&RD). The specific Community Non State Actors that the consortium will work with are School Management Committees, Parent-Teachers Associations, Girl Education Movement Clubs, Water Management Committees, and Health Committees. At the Government level, the project focuses on establishing and/or strengthening the County, Payam and Boma Development Committees in collaboration with the State Ministry of Local Government. Beneficiaries in the long term will benefit from the project’s capacity building efforts and community projects in the fields of water and sanitation (WASH), health and education services.
Overall objective.
To contribute to poverty reduction in South Sudan through enhanced capacity of Community Non-State Actors and State Related Institutions to play a tangible role in the development of the communities they serve.

Expected results.
Result 1: Increased management capacity of Community Non-State Actors enabling them to assess and identify the development needs of their communities, engage in participatory development and initiate development efforts within their bomas.
Result 2: Enhanced capacities of State Related Institutions at the County, Payam and Boma levels.
Result 3: Institutional development through strengthened partnerships between Community Non-State Actors and State Related Institutions for policy engagement and advocacy at the County, Payam and Boma levels

BASELINE STUDY OBJECTIVES.
The baseline study has the following objectives:
1. Assess the capacity of Community Non-state actors and their ability to assess, identify and initiate development activities in their communities,
2. Assess the capacity of Community Non-state actors to engage in participatory development with focus in the education, health and WASH sectors.
3. Assess the capacities of State related institutions at the county, payam and boma levels which will include the various development committees.
4. Assess the linkages and partnerships between Community Non state actors and State related institutions for policy engagement and advocacy at the county payam and boma levels.
5. Assess the needs that can be addressed through quick impact projects and community development activities that will be implemented by the Community non state actors and state related institutions
6. Conduct a mapping of the Community non state actors and State related institutions and projects in Eastern Equatoria with focus mainly on the project areas.
7. Conduct organizational and training needs assessments for existing Community Non State Actors and State related institutions.
8. To provide baseline findings and data that will be used to improve program design, monitoring and evaluation.

DELIVERABLES.
Deliverables under this consultancy will include the following:
1. A report that is comprehensive with baseline information and clear recommendations.
2. Establish a monitoring and evaluation system for capacity building of Community Non State Actors and State Related Institutions.
3. Develop strategies for programme implementation including budget reviews.
4. Refine and strengthen indicators of impact.

METHODS OF WORK
1. Review of the relevant documents and literature.
2. Development of various tools such as questionnaires and organizational capacity assessment templates to collect data related to governance, project management, partnerships financial management, funding and staffing.
3. Validation workshop to discuss the data collection tools and train data collection enumerators.
4. Field visits for data collection using the relevant data collection methodology. This will include discussions with the partner and associate organizations.
5. Data analysis and discussion of preliminary findings.
6. Production of the draft and final report.
7. The duration of consultancy is estimated to take between 15-20 days.

REQUIREMENTS.
• Demonstrated knowledge in capacity building of Non state actors and State related institutions.
• Demonstrated knowledge and expertise in conducting baseline surveys and developing monitoring and evaluation systems.
• Excellent analytical and reporting skills.
• Understanding of the social and political context of South Sudan.
