7. Brief Project Description:

Support to Democratic Governance for Development Project aims to consolidate and advance democratic governance and accountability in Nigeria to achieve the country’s stated development priorities and outcomes specified in the Federal Republic of Nigeria (FRN) United Nations Development Assistance Framework (UNDAF) viz.: improvements in accountable governance in accordance with the rule of law and in response to public demand, in the key areas of: elections, justice, and anti corruption. An integral, cross-cutting aspect will be the promotion of gender equality and women’s empowerment for sustainable democracy and development.

These objectives will be pursued through six distinct and inter-related programming components:
1. Strengthening of the National Assembly
2. Strengthening of Political Parties
3. Improvement of the Electoral Process
4. Increased Capacity and Performance of Civil Society
5. Reinforcing the role of the media
6. Empowerment of Women

9. Organizational Context:

The Project Management Unit (PMU) is responsible for coordinating the overall monitoring and evaluation (M&E) throughout the project, and for providing focused, timely and evidenced based reporting to the Steering Committee.

Under the guidance and overall supervision of the Project Director as the direct supervisor, the Monitoring & Evaluation Specialist is expected to be the focal point for PMU in the overall M&E activities, and to support implementing partners and advisors submit quality outcome-focused reporting, internal and external reporting.

11. Description of tasks:
Under the direct supervision of Project Director, the M&E Specialist will undertake the following tasks:
• Ensures Planning and Implementation focusing on achievement of the following results:
1. Project monitoring and evaluation plan prepared and implemented in a timely manner as required and indicated in the project document and work plans;
2. M&E framework reviewed and revised at least quarterly and as needed;
3. Issues, challenges, and lessons learned are identified and recommendations on corrective actions on project implementation procedures and processes are regularly provided;
4. Other tasks as assigned to him/her as requested by supervisor are completed.
• Ensures Monitoring And Evaluation focusing on achievement of the following results:
1. Implementing partners’ work-plans have appropriate reporting to provide the information outlined in the M&E Framework;
2. Quality of reporting from the implementing partners and consultants within each DGD project component are properly reviewed, monitored on, and reported;
3. Guidance and support to implementing partners and consultants are sufficiently provided to improve their reporting of outcomes and effectiveness (i.e. not just expenditure and activity implementation);
4. Capacity of DGD staff and key partners capacity enhanced to make use of monitoring and evaluation tools;
5. Compilation of baseline data for all identified results and impact indicators completed..
Furthermore, UN Volunteers are encouraged to:

• Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark IVD);
• Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;
• Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities;
• Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.;
• Assist with the UNV Buddy Programme for newly-arrived UN Volunteers;
• Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

12. Results/Expected Output:
• Project Reporting, Monitoring and Evaluation is undertaken properly and in compliance with UNDP and donor requirements and standards per the agreed schedule.
• Project lessons learnt are documented, updated and widely accessible to be disseminated and up-scaled within UNDP Nigeria.
13. Qualifications/Requirements:
• Master’s Degree or equivalent in Development, Public Administration, Political Science, Social Science, Law or a related field;
• At least 5 years of experience in M&E, with a minimum of 8 years of experience working with NGOs, UN agencies or donor organizations;
• Experience in democracy and governance an asset.
• Strong documented understanding in quantitative and qualitative analysis.
• The ability to work on a variety of issues at a time and the ability to effectively set priorities.
• Strong writing skills and computer skills (MS Word, Excel, Outlook and Power Point) and familiarity with use of Statistical and database programming packages
• Fluency in written and spoken English is required.
• Familiarity with Nigerian CSO landscape an added advantage
14. Living Conditions:

The international UN Volunteer has to rent accommodation in Abuja. UN system maintains a UN Dispensary for UN system in Nigeria. Other cases are referred to private hospitals. As an international UN Volunteer based in Abuja, he/she will have access to all available items. Nigeria operates an open deregulated market economy; no prices are fixed by government. There are good and international standard private and public educational institutions in Nigeria. Costs vary with need for accommodation, transport and other facilities provided by the institution. Tuition fees are usually comparable within a category of the institution. Nigeria is a multicultural, multi-religious country. Most of its cities especially Abuja are cosmopolitan accommodating the diversity. International staff easily fit into the community. He/She will be exposed to same security situation as other international colleagues. Abuja is phase-1
15. Conditions of Service
A 12-month contract; monthly volunteer living allowance (VLA) intended to cover housing, basic needs and utilities, equivalent to US$ 2,099 (single UNV); US$ 2,349 (UNV+ 1 dependant); US$ 2,549 (UNV with 2 or more dependents; settling-in-grant (US $5,076); life, health, and permanent disability insurance; return airfares (if applicable); resettlement allowance for satisfactory service. 1-year rent advance payment will be provided on resumption of duty.
