Objectives

The principal role of the Development Research Division is to devise, undertake and disseminate a program of research and analysis on priority issues related to African social and economic development, with particular emphasis on poverty reduction and accelerating the process of regional economic integration. The Division is the institutional anchor for the Additionality and Development Outcome Assessment (ADOA) of the Bank’s operations as well as the Competitiveness and Investment Climate of African Economies.

Duties and responsibilities

Under the general supervision of the Director, Development Research, the manager of the Development Research Division will be responsible for :

  • Determining the objectives of the Division and establishing the work program;
  • Making assessments in the recruitment of qualified staff for the division;
  • Assessing work performance, appraising staff potential and determining training needs;
  • Monitoring implementation of the Division’s Work program and introducing changes where necessary to ensure that work objectives are met;
  • Leading the Additionality and Development Outcome Assessment (ADOA) of the African Development Bank Private Sector Operations;
  • Leading any revisions to the ADOA framework on the basis of implementation experience and lessons from other Development Finance institutions;
  • Providing the Bank and regional member countries (RMCs) with comparative research analysis, socio-economic data and projections of the most widely used socio-economic parameters relating to Africa’s economy and Bank Group operations;
  • Providing analysis of RMCs’ economies using appropriate techniques and assessing regional and continental development strategies;
  • Promoting and maintaining relations with institutions dealing with economic research and development policies, especially as they relate to Africa;
  • Representing the Bank in international and regional conferences, seminars and workshops where such papers will be presented;
  • Performing other tasks as requested by the Director and senior management

Selection Criteria

  • Doctorate or its equivalent in Economics, finance with a strong research background and, experience in Finance, Private Sector, development outcomes assessment, development economics, Econometrics as well as in the design and management of research projects from conceptualization to publication; strong knowledge of socio-economic development issues and policies of African countries, as well as a strong record of previous professional publications.
  • Experience in project finance, private equity, and the banking industry, preferably in Africa is highly desirable.
  • Preferably a minimum of 8 years of highly relevant experience.
  • Strong knowledge and background in the use of statistical and econometric methods and packages in development economics research, and ability to integrate multidisciplinary methodologies.
  • Proven ability to build and lead a team of professional staff, and utilize talent and expertise of team members in a productive way.
  • Ability to build partnerships and deliver results that meet the needs and long-term interests of clients within and outside the institution.
  • Ability to make effective and timely decisions as well as the capacity to initiate and manage innovations and change.
  • Good listener, with demonstrated ability to present and win support for ideas.
  • Excellent written and verbal communication skills in English and/or French, and preferably with a working knowledge for the other language.
  • Competence in the use of Bank standard software (word, Excel, Access and Power point).
