TEAM PURPOSE: The Tajikistan Water Supply & Sanitation (TajWSS) project has been established to address an identified lack of overarching policy framework, of coordination and structured cooperation in this sub-sector.
- The project incorporates the following elements
- Policy Development
- Tajik Network on Sustainable Rural Water Supply and Sanitation
- Building Capacity of local authorities and water service providers in target districts
- Water funds
The project is funded by the Swiss Agency for Development and Cooperation (SDC).
JOB PURPOSE: To contribute to the development and implementation of the legal and institutional framework of water supply & sanitation services adopted by the Government of Tajikistan, setting up a structure (state and non state) that has responsibility for operation and maintenance of rural water and sanitation facilities, establishing and functioning effectively water trust fund.

Dimensions
- Coordination of and delivery of agreed plans or strategies. Some strategic input.

- To play active role in lobby and advocacy on issues related to programmes through personal contacts and co-ordination of allies.
- To take part in public campaigns based on agreed plan of action and objectives
- To support fundraising efforts and produce clear and quality reports (financial and narrative) that, demonstrate good accountability.
Key Responsibilities
- Support the work of the Project Manager in ensuring the effective delivery of the TajWSS project
- Support the Project Manager with the development of the TajWSS network, Capacity Building and Trust Fund components of the TajWSS project.
- Take an active involvement in the TajWSS network to actively promote sustainable improvements in the rural water supply and sanitation sub sector
- To co-ordinate and develop close relationships with network members and other stakeholder organisations including local and national NGOs, UN agencies, private sector and Government of Tajikistan
- Develop and maintain effective relations with the main donor office in Tajikistan, SCO.
- Undertake and coordinate research tasks associated with the project
- Work closely with partners, to ensure effective delivery of project components and to gather challenges and progress reports to be shared with the TajWSS network and SDC
- Fine tune and sign off first working documents that are produced in association with the project, such as reports and texts
- Support the project team in realising and implementing policy decisions related to project components in the selected geographical locations
Skills and Competence
- University degree in a relevant field such as economics and/or law and/or development studies and/or Engineering
- Fluency in English is essential, fluency in either Tajik/Dari/Farsi or Russian is highly desirable
- Core IT skills, including ability to write and edit for the web and proven experience of using MS Office applications (Word, Excel and Power Point)
- Ability to influence policy dialogue through effective networking
- Ability to gather information, collate and systemize for effective communication
- Attention to detail and ability to prioritise tasks to meet tight deadlines
- Ability to work with teams and alone, a self starter who can work within a framework and with some support
- Ability to communicate well verbally and to produce high quality written work; to commission, edit and write papers and a wide range of correspondence
