BRIDGE Accrediting Facilitator to lead BRIDGE Modular Workshops for Election Administrators

The Democratic Governance for Development (DGD) project is managed by UNDP in support of elections and more broadly, the deepening of democracy in Nigeria. It is funded with contributions from The European Union, the UK Department for International Development (DfID), UNDP, the Canadian International Development Agency (CIDA) and the Korean International Cooperation Agency (KOICA). The project duration covers the period 2010-2015.
It aims to consolidate and advance democratic governance and accountability in Nigeria to achieve the country’s stated development priorities and outcomes as specified in the Federal Republic of Nigeria (FRN) United Nations Development Assistance Framework (UNDAF) namely: improvements in accountable governance in accordance with the rule of law and in response to public demand, in the key areas of elections, justice, and anti-corruption. An integral, cross-cutting aspect is the promotion of gender equality and women’s empowerment for sustainable democracy and development.
These objectives are pursued through six distinct and inter-related programming components:
  1. Strengthening of the National Assembly;
  2. Strengthening of Political Parties;
  3. Improvement of the Electoral Process;
  4. Increased Capacity and Performance of Civil Society;
  5. Reinforcing the role of the media;
  6. Empowerment of Women.
During the first phase of DGD between August 2010 and May 2011, the support was focused on ensuring a free and fair General Election. Support was extended to key institutions such as the Independent National Electoral Commission (INEC).
The January-March 2012 period is considered transitional to the launching of the project’s Phase 2 that is expected to commence in later in the year. The transitional phase provides the opportunity to support some strategic activities that build on Phase I support. With regard to INEC, the project will provide support in several areas including institutional strengthening and capacity building.
In line with this DGD seeks to support INEC to provide BRIDGE training to strengthen staff capacity and skills to manage a credible electoral process. Building Resources in Democracy, Governance and Elections (BRIDGE) training is a 24 module professional development course focused on electoral processes and the improvement of the quality of election administration.
Towards this end, DGD is seeking the services of 2 Accrediting/Lead BRIDGE Facilitator to conduct modular workshops for election administrators. The workshops are scheduled for February-March, 2012 and will target INEC Senior Management and Administrators.
The key objective of the consultancy is to train election administrators and other election assistance providers on particular areas of elections covered by the BRIDGE curriculum including gender, planning and project management and election observation.

Duties and Responsibilities

The Accrediting/Lead Facilitator will be expected to:
Make pre-course training preparations including:
  • Convening meeting of the facilitation team prior to start of the workshop virtually and face to face once in the country;
  • Develop a learning plan adapted to the needs of the client;
  • Review learning plan/course outline to ensure that the course is adequately designed and assigned to each course facilitator;
  • Prepare in advance course materials for sections s/he is leading.

Lead the preparation of a consolidated workshop report containing contributions from the other facilitator.

Required Skills and Experience

Education:

  • At least a Masters degree in Political Science, International Relations, Development Studies, Public Administration and Management, Strategic Planning, Management. Applicants with a relevant Bachelors degree can be considered if it is accompanied by not less than 15 years work experience in the area of electoral administration and assistance.
Experience:
  • Not less than 10 years working and training experience in electoral administration and assistance;
  • Extensive experience running BRIDGE courses;
  • BRIDGE Expert or Accrediting Facilitator;
  • Strong communication skills;
  • Ability and willingness to travel around Nigeria.
Language Requirements:
  • Fluency in English.
