Since 1987, FCM has been working in partnership with the Government of Canada through CIDA to share Canadian municipal expertise with developing countries in order to strengthen local governance, service delivery, and international municipal relations. FCM’s international department, FCM International, is responsible for managing the organization’s externally-funded international programs and coordinating its international relations.

Major Purpose:
Responsible for the planning and management of all activities and staff of the FCMI Finance team including managing a team of 4 in the assurance of efficiency, effectiveness, accuracy, financial control and compliance of all finance and accounting activities associated with the various International projects undertaken by FCMI; directly supporting the FCMI Senior Management team in the negotiation and ongoing financial tracking and management of a variety of multi-year, multi-million dollar agreements; and the establishment and ongoing management and support of all overseas offices required to deliver international projects and commitments.
Key Responsibilities:
· Manages a team of 4 comprised of a two Finance Analysts, a Finance Administrator and a Finance Assistant including determining priorities, assigning work tasks, coordinating processes, providing advice, direction and coaching, ensuring quality of deliverables, and managing performance.
· Participates with FCMI senior management, in the negotiation of financial aspects for all FCMI project contract agreements with funders in order to protect FCM’s interests.
· Develops and implements standardized, integrated financial management systems, policies, procedures and internal controls for headquarters operations and overseas offices, including on-site office set-up and management for new field locations, development and delivery of financial training sessions to both Canadian and International staff and partners.
· Manages the FCMI budget planning process including: providing advice to senior managers on O&M and project allocations, and the overall budget planning and management process; conducting budget scenario modeling and analysis; and, consolidating all inputs into the departmental budget.
· Reviews and analyzes corporate financial statements related to the FCMI Division and prepares monthly variance analysis.
· Manages all financial aspects of international projects including:
· Preparing project budgets, cash flow projections and monthly, quarterly and annual financial project reports;
· Allocating salary and overseas allowances for international project employees in accordance with the CIDA Management of Overseas Personnel Manual for Executing Agency;
· Approving and monitoring all projects related expenditures according to contract and Treasury Board guidelines;
· Providing advice to FCMI Managers on the financial implications of decisions on projects;
· Providing ongoing financial advice and support to Field Project Managers concerning the conduct of financial management reviews, the revision of financial reports, the interpretation and application of policies and procedures, and the conduct of internal audits.
· Liaising with CIDA and other funding agencies with respect to all financial aspects of projects.
· Supports the conduct of external audits on a variety of assigned projects by managing all internal process requirements, serving as the primary finance liaison to the external auditor on assigned projects, review all preliminary audit reports and recommendations and preparing preliminary responses.
Knowledge and Experience:
· Requires a post-secondary education in accounting or finance and 5-7 years practical experience in an accounting role including a minimum of 3 years in a people management capacity.
· Strong knowledge in finance and accounting, including budget preparation and monitoring, fund accounting, and preparation and analysis of financial statements and reports
· Requires experience with CIDA funded projects.
· Experience with implementing accounting software and internal controls in project field offices would be a definite asset.
· Excellent computer skills: Microsoft Office Word, Excel, Internet, email; and strong knowledge of Accounting Software
Language Requirements:
· The ability to work fluently in French and in English (both written and spoken) is required
