IRC - Community Driven Reconstruction Coordinator

IRC (lead agency) and Care International are implementing a large scale CDR program in the Democratic Republic of the Congo. With a budget of 150 million USD, this 7 year program (2007 – 2014) aims at helping around 2000 villages across Eastern Congo rebuild their community and gain a better understanding of the positive values of good governance.

The Provincial CDR Coordinator will be in charge of the management, the supervision and the monitoring of all activities related to the program in North Kivu province. He/She will be responsible for managing activities in approximately 150 villages and administer a budget of approximately 5 million USD over years.

This position is ideal for a candidate with several years of experience in recovery / development activities in a complex setting.

RESPONSABILITIES

Program Implementation • Lead and manage the day-to-day operational and programmatic implementation of the NK CDR program. • Monitor and oversee the activities implemented from 3 antenna offices across North Kivu. • Ensure the supervision and the assessment of the quality of program activities in the field and the performance of staff in order to ensure that program objectives and outputs are achieved. This implies regular visits to the sites. • Lead the weekly, monthly, and global activity planning process in order to achieve the objectives fixed by the North Kivu program and determined by the national coordination of the program. • Supervise and improve the monitoring and evaluation process of the activities. • Conduct weekly coordination meetings with provincial staff.
• Provide technical support to the staff. • Work collaboratively with other provinces and provide support if requested by the national coordination of the program. • Ensure close coordination with local authorities as well as regular update and presentation of progress/achievement.

Budget Management • Lead the financial management of the program, including budget monitoring to ensure an accurate financial picture of CDR budget at all times; develop accurate yearly and quarterly spending plans; estimate monthly cash forecasts based on detailed analysis of activity projections and previous expenditure patterns. • Ensure the efficient use of financial resources, identify gaps and propose solutions to the national coordination of the program. Review and authorize all financial documents relating to the expenditure of the program budget. • Coordinate the financial review process prior to the monthly Grant Review meeting. • Monitor the subgrants disbursements.

Human Resources • Provide leadership and management oversight to the CDR team in North Kivu, comprised of approx. 30 staff. • Directly supervise the Program Manager and other key provincial staff. . • Provide the CDR staff with regular feedback and support, ensuring capacity building for staff so that they can better plan, implement, and monitor program activities. • Ensure annual performance evaluations are completed with due attention to detail and staff development opportunities are made available to all staff in accordance with IRC HR policy. • Coordinate closely with relevant departments to ensure compliance with IRC internal policies and procedures.

Representation, Communication and Reporting • Represent CDR NK in internal national coordination meetings and external provincial coordination meetings, as well as any external visits to the program in North Kivu. • Execute and ensure timely and accurate reporting (narrative and financial). • Coordinate the quarterly reporting processes.

Operations • Coordinate the interactions between the CDR team and all operations departments, including the Logistics, Administration, Grants, and Finance departments, to ensure the project is implemented according to IRC policies and procedures, particularly procurement and the use of assets, materials, and supplies.

This position reports directly to the Deputy Provincial Director North Kivu.

REQUIREMENTS

• At least 3 years of project management experience supervising a diverse team of at least 7 people; • Masters in international development, social science, business administration/management or economics or other related degree preferred (or equivalent in field experience); • Previous strong experience with Civil Society or Community-Driven Development programming; • Very strong organizational, interpersonal, and communication skills; • Quick thinker and multitasker; able to keep track of and act upon many things at once; • Results oriented and able to find creative solutions to multiple challenges; • Willing to spend up to 20% of time in the field; • Previous experience in DRC and/or the region is a very strong advantage; • Fluent in French; strong English skills.
