With whom OGB works with depends very much on the programme context and objectives. However, making deliberate and strategic choices and be clear about our reasons for entering into the partnership. To work with the OGB programme pillar for improved and strengthened Monitoring, Evaluation, Accountability and Learning (MEAL). Therefore, a more strategic approach to learning, with less formal reviews and evaluations in general and more emphasis on drawing out learning from our different monitoring and evaluation processes.
JOB PURPOSE: To support the PM Partnerships and MEAL in the designing and implementation of monitoring, evaluation and learning strategy for Development and Campaigning and to regularly monitor the extent of the programmes/PIP's meeting its objectives using OPAL ( OGB project and financial management software). Moreover, support PM in establishing and strengthening MEAL for Development, Campaigning and humanitarian at Oxfam and implementing partners levels.
REPORTING LINES: Post holder reports to: Programme Manager Partnerships and MEAL
Staff reporting to this post: None but having matrix line with the MEAL officers/coordinators at field level.

Key Responsibilities

  • To support the PM P& MEAL in developing the OGB country level MEAL framework/strategy for development, campaigning and humanitarian. Also to ensure that the MEAL system incorporates the OGB MEAL principles, international minimum standards etc.
  • As part of the MEAL framework, support PM P & MEAL in designing the uniform formats for Pakistan programme.
  • Visiting field in ensuring the authenticity of data, take lead in consolidating and analyzing data quarterly and submit the report to PM P & MEAL on quarterly basis for further action.
  • Support PM P& MEAL in building the capacity of OGB staff and partners on OGB MEAL concepts & its tools, data analysis and collection methodology/tools etc
  • Support PM P & MEAL in evaluating the OGB and partner MEAL capacity needs and ensure that effective systems are in place for development, campaigning and humanitarian.
  • Work closely with program teams and implementing partners in developing the baseline survey tools and disseminate to OGB and partners staff.
  • Collecting programme impact and outcome level case studies which demonstrate qualitative and quantitative changes over the period. Additionally to document the best practices in the programme/project level implementation.
  • Visiting the programme areas and assist PM P & MEAL in evaluating the programme quality with emphasis on maintaining quality and accountability standards, governance, rights based approach, gender equality and diversity
  • Support to PM P & MEAL in establishing the indicator system for national change strategy and JCAS.
  • Ensure effective, timely and accurate functioning and monitoring of the complete People Soft including maintaining the completeness and integrity of data within the system, generating necessary reports and compilation of data of monthly basis in the system. Act as the focal person for dealing with People Soft (OGB project and financial management software).
  • Translate and circulate monitoring tools in local language for implementing partners, where required.
  • Delivering any other responsibility assigned by the line manager.

Skills and Competence

  • Masters degree in social sciences from a recognised university.
  • At least 5-7 years Monitoring, Evaluation, Accountability and Learning experience in campaigning, development and humanitarian programmes.
  • Knowledge and experience in the definition and implementation of MEAL systems
  • Experience of working with implementing partners
  • Fluent written and spoken English and Urdu. Understanding local languages will be an added advantage.
  • Excellent communication and interpersonal skills.
  • Proven Knowledge of computerised systems; high degree of computer literacy and word processing and spreadsheet skills.
  • Ability to work under pressure, ability to prioritize and commitment to meet deadlines.
  • Ability to travel extensively especially to remote and disaster affected areas
  • Sensitivity to cultural differences, and the ability to work in a wide variety of cultural contexts.
