Private Sector Development Specialist

Job Purpose:

Identify, develop, implement, and administer loans, technical assistance (TA) projects, and nonlending products and services in private sector development, financial market, and financial management areas. Contribute to the formulation of strategies for the development of the private sector and the financial market in developing member countries (DMCs) of the Asian Development Bank (ADB). Provide advice, expertise, and technical guidance to the financial analysis and financial management activities of the East Asia Department (EARD). Work with broad policies and objectives, working directly with clients, with supervision for critical tasks.

Expected Outcomes

Strategy and planning
- In consultation with relevant government agencies and resident missions, provide information on and conduct analyses for the development of policies and strategies on the financial market and private sector of DMCs.
- Contribute information (e.g., financial market and private sector development indicators) on and conduct analyses for the economic and sector work and interdepartmental working groups.
- Participate in preparing the country partnership strategy and conducting midterm reviews including the assessment of capacity development requirements for financial management at the country level; and assisting in the completion of country financing parameters, where necessary.
- Contribute to the review and update of ADB’s policies and guidelines with respect to financial analysis and financial management.

Project management
- Take the lead in developing, processing, and administering loan and TA projects in financial market and private sector development areas.
- Identify opportunities for ADB assistance projects aimed at operationalizing development policies for the financial market and private sector.
- Provide technical support and advice to improve the development impact of financial market and private sector projects and for designing financing arrangements, including those involving public–private partnerships and structured financing in project design.
- Participate in the review of and provide technical support to EARD sector divisions, including review of papers, feasibility studies, report and recommendation of the President, and other relevant documents to ensure consistency and enhance the quality, financial viability, and sustainability of EARD projects and/or programs.
- Interact with EARD divisions and/or resident missions to contribute in improving the quality of financial management systems and procedures of executing agencies in managing project funds, maintaining project accounts and submitting timely and reliable financial reports.
- Assist EARD divisions and/or resident missions in reviewing project financial statements and audit reports, and resolving audit qualifications and ensuring that disbursement activities proceed on an uninterrupted basis.

Knowledge sharing
- Participate in and contribute to internal and external training and conferences on financial market and private sector development and other activities for advocacy, dissemination, and knowledge building.
- Assist EARD divisions and/or resident missions in capacity building for projects of executing agencies, specifically in the area of financial management.
- Serve as a training resource person for financial analysis and/or financial management at the division, department, and organization level.

Staff supervision
- Provide leadership and support to reporting staff.
- Manage the performance of reporting staff, providing clear direction and regular monitoring and feedback on performance.
- Ensure the ongoing learning and development of reporting staff.

Educational Requirements:

Master's Degree, or equivalent, in business administration, finance, economics or other related field. University degree in business, finance, economics, commerce or other related fields, combined with specialized experience in similar organization/s, may be considered in lieu of a Master’s degree

Relevant Experience And Other Requirements:

  • Suitability to undertake the responsibilities mentioned above at the required level.
  • At least 8 years of relevant professional experience in financial market and private sector development, management and/or financing in the private sector and mobilizing funds using capital market instruments as well as in project administration.
  • Excellent oral and written communication skills in English.
  • International experience working in several countries.
