Programme Coordinator for Whistleblowing Transparency International (TI)

Transparency International (TI) is the global civil society organisation leading the fight against corruption. Through more than 90 National Chapters worldwide and an international secretariat in Berlin, Germany, TI raises awareness of the damaging effects of corruption and works with partners in government, business and civil society to develop and implement effective measures to tackle it.

TI’s 5-year Strategy (TI Strategy 2015) sets out some ambitious new directions for the TI Movement. In particular, there is a strong emphasis on expanding support to victims, witnesses and whistleblowers to speak out against corruption, ensuring that their voices are heard and their grievances are addressed. More than 50 TI National Chapters throughout the world currently provide assistance to victims and witnesses of corruption.

Building on this base, more recently a number of TI National Chapters (particularly in Europe) have started working explicitly on whistleblower protection, aimed at improving legal frameworks, improving public perceptions of whistleblowers and providing direct support and assistance where possible. Many other National Chapters throughout the world have expressed strong interest in replicating and pursuing this work in their countries.

Therefore, the Transparency International Secretariat (TI-S) is seeking to recruit a highly motivated, dynamic and results-oriented professional to expand - throughout the TI Movement and beyond - our global work/ engagement with whistleblowers.

Main Functions:

  • Coordinate all aspects of a multi-country project on whistleblowing in the European Union
  • Support the expansion of whistleblower work throughout the TI Movement
  • Facilitate the development of a worldwide network (including both TI National Chapters and other organisations) on whistleblowers

Job Grade: Programme Coordinator

Key Responsibilities:

  • European Union Project (50%)
    • Coordinate and support National Chapters’ research and advocacy activities and facilitate expert advice on/quality assurance of their research outputs. Draft regional report on whistleblowing in the EU, compiling the results of 27 individual country reports
    • Ensure that all donor contractual obligations (reporting requirements, financial management, fund transfer requests, procurement regulations, etc.) for the EU Whistleblower Project are met in a professional, transparent and timely manner
    • Develop and administer sub-grants and contracts with National Chapters and external service providers (including financial management and results reporting), ensuring timely and cost effective delivery of results and activities
  • Global Expansion of Whistleblower Work (50%)
    • Ensure technical and conceptual coherence and consistency of whistleblower work across the Movement through provision of support to relevant TI-S staff and, as required, directly to Chapters
    • Incubate and coordinate a global network or coalition (including external organisations) on whistleblower work
    • Identify, promote and facilitate the scaling-up of proven approaches and practices in work with whistleblowers (including the production and use of tools, guidelines, training materials/modules, etc.)
    • Support and/or lead the development of funding applications for expansion of whistleblower work

Knowledge, experience and skills:

  • University/post graduate degree (or equivalent qualification) in law, public administration or other relevant field
  • 3 to 5 years relevant work experience, preferably internationally
  • Knowledge and experience in the area of whistleblowing or closely related field
  • Experience overseeing the implementation of research/advocacy projects
  • Good project management and coordination skills (including budgets)
  • Fluent written and spoken English. Good knowledge of French, Spanish and/or Arabic is an advantage
  • Highly developed team work and intercultural communication skills
  • Fundraising skills and experience will be considered a distinct advantage
  • Willingness to undertake international travel
