JOB PURPOSE: To provide leadership and management for PHP activities at all stages of the project cycle including leading in the design , implementation and monitoring of PHP programme and capacity building strategy for all levels of PHP/partner staff across the programme. Also identify and develop opportunities for innovation and ensure that evidence of good practice is recorded and disseminated. At all times ensure that community participation and consultations are conducted.
REPORTING LINES: Post holder reports to: Program Manager Preparedness and Response and to Regional WASH Co-ordinator by matrix management(reporting on technical matters only)
Staff reporting to this post: No direct management. However, the PHP Team Leaders (if any) will be matrix managed/report to the PHP Coordinator on technical matters only.

Background


Key Responsibilities

  • Provide strategic leadership at all levels of PHP programme cycle including identification , implementation , documentation and dissemination of innovation and programme learning.
    Assessments:
  • Lead in integrated (PH and EFSL) rapid needs assessments in new areas and support to geographical PHP teams in regularly updating the public health situation of communities affected by disasters, this includes both people who are temporarily relocated or in original locations.
  • In coordination with the geographical PHP team leaders, produce/update baseline analysis of key public health issues with key recommendations to problems identified.
  • On the basis of the integrated PH and EFSL needs assessment and programme objectives, lead in designing and initiating community based sustainable public health programme including emergency preparedness and response.
  • The post will ensure that assessment results are shared with the managers and Regional WASH Co-ordinator
Programme Implementation:
  • Ensure that PHPs work in an integrated way with all programme sectors including PHEs and EFSL aimed at achieving optimum involvement of and benefit for beneficiaries from Oxfam's public health activities.
  • Support the location PHP team leaders (PHPTL) to carry out programme implementation activities within the parameters of the public health needs. This will involve assisting the location PHPTLs in identifying implementation approaches appropriate to the local context and capacity building local staff
  • As a member of a multidisciplinary Oxfam team participate in monitoring the impact and effectiveness of activities and the ongoing evolving humanitarian needs.
  • In conjunction with the Location Area Managers (LAMs) analyse and make the links between the public health promotion, public health engineering and EFSL to make recommendations for actions which are consistent with Oxfam's policies
  • As necessary, give support to the Location Area Manager (LAM's) in recruitment, training and supervision of public health promotion staff. This may involve training plans, input into performance objective setting and appraisals as well as stepping in to fill technical resource gap at field level for a time bound period.
Programme approach:
  • To ensure that all work is carried out in a way that is sensitive to community needs, protection and gender issues. In particular to promote the full and equal participation of women in all aspects of the work and to ensure that Oxfam's response is in line with the needs of the affected people.
  • To ensure that work aims to meet Minimum Standards and adheres to Oxfam's emergency guidelines and protocols · Contribute to an integrated approach to programme implementation among all sectors of Oxfam Pakistan program
  • To work effectively with Oxfam country affiliates to promote joint programming
Programme planning and reporting:
  • As part of an integrated team, contribute towards planning and proposal writing in order to provide clear objectives and establish indicators for monitoring and evaluating the programme.
  • Contribute to regular reports, including donor reports, adhering to OGB reporting formats at intervals to be decided by the Manager Humanitarian · When requested by Manager Humanitarian contribute and attend Senior Management Team meetings especially in addressing key decisions affecting programme
Co-ordination and Representation:
  • Co-ordinate all public health Promotion work with interventions managed by UN agencies, local and international NGOs and government agencies including the PDCC, DoH, Water Bodies and in particular support and regularly attend WASH, Cluster meetings.
  • When requested by Manager Humanitarian represent Oxfam on Public Health Promotion issues at the various coordination meetings at a local level ensuring compatibility with overall commitments and policy/programme priorities in public health.
  • Report the relevant information and action taken to the response managers and where required to the Regional WASH Co-ordinator and other relevant staff in the organization.

Skills and Competence

  • Key competency: A suitable qualification in a Public Health related discipline and at least five years experience of working in developing countries. Experience can substitute for qualifications but not vice versa.
  • Experience and demonstrated understanding of emergency as well as urban and rural contexts of Public health programming.
  • Strong communication and negotiation skills and the ability to influence and inspire confidence in others in diverse working environments.
  • High level of organisational awareness and knowledge of the dynamics of South Asian contexts and cultures.
  • Practical understanding of Public Health issues for displaced communities, and returning communities, and sensitivity to the needs and priorities of disadvantaged populations.
  • Demonstrated experience of integrating EFSL, gender, protection and diversity issues in Public Health Promotion Programme activities.

  • Good oral and written reporting skills.

  • Personnel management skills.
  • Ability to work well under pressure and in response to changing needs.
