Labutta Township was amongst the most devastated by cyclone Nargis in 2008 with an estimated 190,000 individuals affected. The cyclone caused considerable economic hardship, resulting in loss of assets, a high livestock death toll, destroyed agriculture outputs and lands, and disrupted markets. Since 2008, ACTED’s has supported Nargis-affected Nargis-affected communities in their longer term livelihood recovery by providing technical training to farmers and fishermen, distributing livestock and poultry, providing vocational training, introducing aquaculture systems, assets replacement, rehabilitating community infrastructure and ensuring affected families have an access to a safe habitat. ACTED’s commitment to supporting vulnerable communities in Myanmar continues in 2011 while increasing the geographical scope of our activities. Communities in the Township of Labutta with whom we have been working over the past two years will continue receiving ACTED support, while at the same time we scale operations in other parts of the country, namely the area recognized as the Dry Zone which is known to have one of the highest levels of poverty in the country.

III. Position Profile
The Alliance 2015 Consortium Coordinator will undertake the following tasks and responsibilities : • Coordinating the work of all organisations that are part of the consortium (ACTED, PIN, CESVI); • Ensure adherence of all partners to agreed policies and procedures and liaise with all partners regarding the implementation of their components. • Ensure proper coordination and information sharing among all the partners. • To provide donor liaison and contract management vis-à-vis ECHO whilst making sure that each consortium member meets their commitments effectively and economically • Represent the consortium programme at government, UN, donor, and other international agency bodies, identifying opportunities to advocate the consortium position. • Convene monthly consortium Management Committee and consortium Steering Committee Meetings, advising both Committees on arising issues that require management attention • Conduct field site monitoring with a view to enhancing programme quality and improving inter-agency coordination. • Set up a clear timeline of reports to be submitted to the donor • Draft narrative reports and contribute to the development of financial reports through regular budgetary follow up in line with donor requirements. • Execute any other reasonable and lawful order given by a superior.

IV. Qualifications:
Master Level education in a relevant field such as International Relations or Development Extensive project management experience (management, planning, staff development and training skills) in emergency and/or development programmes Proven capabilities in leadership and management required Excellent skills in written and spoken English Strong negotiation and interpersonal skills, and flexibility in cultural and organizational terms Knowledge of local language and/or regional experience an asset Ability to work well and punctually under pressure

V. Conditions:
•Salary defined by the ACTED salary grid; educational level, expertise, hardship, security, and performance are considered for pay bonus •Additional monthly living allowance •Free food and lodging provided at the organisation’s guesthouse/or housing allowance (depending on contract length and country of assignment) •Transportation costs covered, including additional return ticket + luggage allowance •Provision of medical, life, and repatriation insurance + retirement package
