1. Background:
The Islamic Republic of Afghanistan has received a grant from the International Development Agency (IDA) and the Government of Norway for the Afghanistan Skills Development Project (ASDP). The said project aims to establish a high quality, equitable, market-responsive and cost-effective technical and vocational education and training (TVET) system in order to increase the number of immediately employable Afghan graduates. The ASDP is a multi-functional project managed through four components, and executed by different government agencies, namely: Committee of Education and Skills Policy (CESP) chaired by the Vice President; Deputy Ministry of TVET (DMTVET) at the Ministry of Education (MoE); and National Skills Development Program (NSDP) at the Ministry of Labour, Social Affairs, Martyrs and Disabled (MOLSAMD). The DMTVET implements Component # 2 of the ASDP project, which is comprised of: (a) establishment of the NIMA; (b) institution-based reform packages; and (c) management reforms in DMTVET. NIMA aims to be a model TVET institute for management and administration, accounting, and information technology. The programs at the Institute were being supported by an Implementing Partner (IP) of Maxwell Stamp Company (MSP) for the last two years. The first batch of 1056 students has just graduated from the Institute. They were offered diplomas under a temporary arrangement and affiliation with the University of Jyvaskyla of Finland with close coordination and agreement of IP. The current NIMA cohort is of 450 students and will be in process to recruit new IP.

Job Summary National Institute of Management and Administration will require hands on management support and the chosen expert will direct and oversee the entire operation of NIMA, working with the management team to direct, support and guide their efforts with the ultimate goal being to enable them to independently manage NIMA. For better implementation and tough follow up with implementation partner, it needs to recruit a Coordinator which will be responsible for all NIMA issue.

Duties and Responsibilities a) Duties:
1. To be in charge of academic and management related services of NIMA Institute;
2. To monitor and supervise the work of the Implementing Partners (IP) in running NIMA institute;
3. To ensure that the activities of IP are executed according to the provisions of the contract;
4. To develop and present technical papers and reports to forums and other events;
5. To edit and review NIMA IP’s deliverables and respond accordingly;
6. To communicate with the IP regularly, by ensuring the completion of meeting, workshop, and forum notes;
7. To coordinate and provide professional input to the work of academic and faculty professionals involved in NIMA institute;
8. To cooperate with the ASDP offices in proper manner in order to implement the project objectives towards NIMA Institute;
9. To coordinate the work at NIMA Institute with the close coordination of DMTVET and IP staffs;
10. To carry out monitoring and evaluation activities in order to assess project progress against indicators of NIMA Institute/IP;
11. To oversee the administrations of NIMA;
12. To implement student & teacher code of conduct and policy with formulation process;
13. To have knowledge of different pedagogical solutions grounded on the integrations of work and learning;
14. To Implement different levels of the educational systems including vocational and upper secondary education and higher education;
15. Strategies for co-operation between education and work;
16. Representing NIMA externally by developing and maintaining relations with all appropriate organization and individuals and attending relevant seminars and management of NIMA and ensure that the accounts are prepared and submitted;
17. To ensure that all the required data are entered accurately into the database which can be able to generate the needed reports;
18. To ensure that the hygiene, safety and greenery environment are in place in NIMA
19. To coordinate & supervise the work of NIMA Council in line with DMTVET decentralization policy, and support its activities;
20. To supervise the all operational and financial activities and guide the management team to improved performance;
21. Any other tasks may assigned by ASDP project manager;

b) Responsibilities:
1. The Coordinator for NIMA will support and assist the ASDP Project Manager and Deputy Minister in the implementation of all NIMA Academic and Management Activities. S/he will provide a supervisory role in the execution of agreements with implementing partners in accordance with the policies and guidelines as described in relevant documents;
2. S/he will be responsible for overall management of NIMA Institute in a manner that is academically sound, professional, participatory, sensitive to education needs and in accordance with the policies, code of conducts, and guidelines of ASDP and MOE;
3. Provide direct technical expertise (e.g. training, capacity development process, participatory strategic planning process, institutional strengthening, and policy advice) to the project and its partners/participants in those areas outlined in the project work plan and as agreed upon with Deputy Ministry of TVET, as well as providing programmatic guidance to academic personnel;
4. Develop an efficient and effective work plan and policy based on the follow-up NMIMA assessments;

Qualification
a. Essential criteria:
1. At least a bachelor’s degree in Education, Teacher Training, Management and Administration, Economics, Law, or other relevant fields, (Master level degree would be preferred);
2. At least 5 years of demonstrated academic management experience, 3 years of which would be preferred to be relevant to school administration; and 2 years would be preferred for project management specifically relevant to managing donor-funded projects;
3. Excellent written and oral communication skills in English, and the ability to prepare and synthesize lengthy and complex documents (knowledge of Dari and Pashto is also must);
4. Experience and ability in utilizing formal project management tools, and relevant software applications, such as MS Word, MS Excel, MS PowerPoint, MS Project, and SPSS PC+;

b. Additional criteria
1. Teamwork: Proven leading and interpersonal skills and ability to work in a multi-cultural, multi-ethnic and multi-agency environment with sensitivity and respect for diversity.
2. Ability to handle effectively multiple tasks without compromising the quality, team spirit and constructive working relationships with all colleagues.
3. Ability to actively seek and improve services, offer new and different options/initiatives to solve problems/meet client needs, promote and persuade others to consider new ideas.
4. Demonstrated ability to work with, motivate and train Govt. staff; and commitment to perform any other related tasks as may be assigned by a supervisors and other authorities;
5. Time flexibility, the coordinator for NIMA may required to work overtime or weekends due to needs of the institute and instruction from high authority
