Brief description: DFID Nepal seeks an Accounts Manager for a fixed term appointment of 2 years.

Purpose of Job:

To provide an effective and efficient accounting services to DFID Nepal (DFIDN) in accordance with DFID standards ensuring day to day safety and security of DFIDN funds provided through imprest account.

To assist the Finance Manager in undertaking Departmental Finance Officer (DFO) duties and responsibilities in providing oversight, cover and act as Deputy DFO to ensure DFIDN fully meets its timely financial returns.

Accounts

Specific Responsibilities

  • Efficient and effective management of DFID Nepal Imprest Account: Ensure the safety and security of cash and bank accounts check, confirm and post all reconciliations (Bank and Cash) on a weekly basis through the computerised DFID financial system.
  • Arrange for fund transfer from one account to other and ensure all bank accounts remain in credit. Ensure the accurate monthly cash funding forecasting requirements from all teams are received and requests sent to UK in timely manner to meet commitments.
  • Prepare monthly accounts: Compilation of period end reports and preparation of monthly accounts.
  • Management of the General Ledger: Raising corrective, transfer, bank/cash journals.
  • Reconciliation and management of Control Accounts: Monitor and action outstanding debtors’ control/suspense (Advance) accounts and ensures appropriate action is taken to keep these to a minimum.
  • Accounts receivable functions: Approval of all Sales invoices, matching of invoices to income.
  • Accounts payable functions: Processing of payments with strict compliance to DFID procedures for making payments, maintenance of the pay-run processes. Maintain and manage reversals, investigate problem invoices, resolve or forward to helpdesk. Ensure the descriptions are correct and adhere to DFID’s Transparency Guarantee.
  • Strive for excellence to maximise value for money (VFM) in all the financial activities.
  • Ensure the mandatory 4 weekly spot-check on DFIDN Imprest are carried every year and weaknesses are kept to an absolute minimum.
  • Ensure all the payments processed meet the DFID’s 10 days payment target.
  • Proactively update the Delegated Authority list, signatory list and issue letters.
  • Analyse data from the DFID financial system and run various reports on a regular basis. Ensure the mis-postings/errors are addressed before the submission of monthly accounts to DFID Nepal’s Head of office.
  • Liaise and maintain good working relationship with the bank for corporate banking services.

Deputy DFO

Carry out duties of Deputy DFO as/when necessary to contribute to accurate and timely corporate financial returns.

Specific Responsibilities

  • Assist DFO in monthly forecasts, monthly accruals/prepayments exercises and other corporate returns.
  • Overview and management of all the budget lines; Programme, admin and admin capital.
  • Asset Management: Assist to complete the quarterly assets returns and maintenance of assets register.
  • Assist DFO in preparing the detailed Administration/Front Line Delivery (FLD) budgets and track the spend and forecast against the budgets.
  • Assist DFO to increase the financial competence of specialist and non-specialist staff as per the DFID’s corporate Financial Management Improvement Plan ‘Finance for All’.
  • Promote and foster ideas to improve systems and instruments for better financial management (budgeting, forecasting and financial oversight).

The post holder will report to the Finance Manager.

Required qualifications:

  • At least a Bachelor’s degree with specialisation in Finance.
  • Relevant permit to live and work in Nepal (you will be asked to provide evidence).

Required experience:

  • Minimum 5 years of relevant working experience

Required skills:

  • Fluent spoken and written communication both in Nepali and English.
