| PURPOSE OF POSITION: The Evidence, Innovation and Policy Department (EIP) leads the UNAIDS technical and programmatic approach to the HIV epidemic and enhances understanding of the global response. It develops evidence, strategies and tools to improve decision-making, analyses trends and engages stakeholders at all levels to expand knowledge and maximize the use of resources. The Department contributes to achieving Universal Access and the targets of the 2011 Political Declaration on HIV/AIDS through advocating ambitious and effective policies and programmes to address the needs of vulnerable people. EIP comprises four Divisions including Global Financing Mechanisms and Collaboration (GFM), Science for Action (SFA), Economics, Evaluation and Programme Effectiveness (EEP) and Data for Action (DFA). The Global Financing Mechanisms and Collaboration division provides strategic leadership to shape the landscape of global financing mechanisms through the generation of political and programmatic intelligence, strategic information and effective advocacy to safeguard external investments in support of HLM targets. It generates country information on key external funding flows, programmatic opportunities and implementation bottlenecks to inform and influence future investments, including domestic resources to increase efficiency, effectiveness and sustainability. GFM influences decisions on reform, governance, strategy and policy developments of key global financing mechanisms through effective engagement and advocacy with relevant governance structures. | |
| Main tasks and Responsibilities of the Position: Under the overall guidance of Director, EIP, the incumbent is assigned the following responsibilities: Design and strengthen systems and approaches that leverage the capacity of UNAIDS at all levels to strategically and proactively follow grant and programme progress in countries, in order to support programme implementation and to influence funding decisions. Take a lead role in the establishment and implementation of enhanced mechanisms for consistent, effective and strategic engagement with key global financing mechanisms, such as the Global Fund to Fight AIDS, Tuberculosis and Malaria, the United States President's Emergency Plan for AIDS Relief, UNITAID, etc. and their key governance and management structures to effectively influence and guide investment decisions, ensure adherence to normative guidance, promote improved harmonization and alignment and country-ownership and advocate for investment scale-up in UNAIDS priority areas. Provide vision and leadership in working with global financing mechanisms in the development of policies and guidance that will make investments more effective, efficient and sustainable for implementing partners, working closely with other units within and outside the UNAIDS Secretariat. Drive processes of harmonization of major financing mechanisms and alignment with credible national strategies and programs. Give vision and support to UNAIDS' Regional Support and Country Offices in strategies to engage successfully with global financing mechanisms in attracting and utilizing external funding to fully support strategic and sustainable national responses. Promote integration of domestic and international resources and strengthen country commitment and ownership, and accountability towards results. Take a lead role in the development and implementation of a system that enables relevant global, regional and national-level UNAIDS staff to successfully work and inter-act with global financing mechanisms, including their processes and key actors, to support countries in accessing and managing external investments in the AIDS response. Establish, encourage and strengthen productive relationships between UNAIDS and representatives from Cosponsors, governments, regional, national and non-governmental institutions, foundations and other partners, to promote collaborative synergies; and to represent EIP at technical meetings and international conferences. Lead, manage and coordinate the work of the GFM Division, including but not limited to overseeing the elaboration of and coordinating the divisional budget taking into account all aspects of individual team budgets, priorities, work plans as well as strategies and expected results; advising, guiding and motivating staff while promoting sound governance and cross-sharing activities with departments and divisions throughout the Secretariat, and recommending innovative strategies and resolving issues towards achieving the mandate of the Department within the overall EIP framework. Perform other related duties as assigned, including replacing and backstopping the Department Director as necessary. | |
| REQUIRED QUALIFICATIONS | |
| Education: Advanced university degree in public health, economics, social science or related fields. Specialization or proficiency in international health governance and management an asset. | |

| Experience: Over 15 years of relevant professional experience coordinating and managing projects in an international context and familiarity with key political and programmatic issues related to HIV, knowledge of related global health, development and financing issues. In-depth knowledge of a broad range of issues related to global AIDS planning, financing and international health governance. A firm understanding of global development policy and country reality. Solid experience working with international organizations, and sound understanding of the operations and mandates of the UNAIDS Secretariat, its Cosponsors and key partners, including the Global Fund to Fight AIDS, TB and Malaria, PEPFAR, UNITAID, etc. Extensive experience in generating and communicating strategic information and analysis. Experience leading complex multi-disciplinary teams and projects. Experience in the UN system an asset. | |
| Languages: Advanced knowledge of English with a good working knowledge of French. Knowledge of another UN official language an asset. | |
| Additional Information: Positions at the international professional category within UNAIDS will be subject to the Organization's Mobility Policy. The above-mentioned position is a rotational position and its standard duration of assignment is linked to the ICSC hardship classification of the duty station. | |
| Annual salary: (Net of tax) US$ 95,394 at single rate US$ 103,204 with primary dependants | Post Adjustment: 104.1 % of the figure(s) on the left side. This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation. |
