PURPOSE OF POSITION:
The Rights, Gender and Community Mobilization (RGCM) Department aims to catalyze structural and social change by using AIDS as a pathfinder. It directs and coordinates UNAIDS work on human rights, gender, and community mobilization while building internal UN capacity and accountability around these priorities. The Department builds policy and evidence-base for 'critical enablers' to secure an effective, strategic response grounded in human rights, gender equality and diversity and contributes to achieving Universal Access and the targets of 2011 Political Declaration on HIV/AIDS. It spearheads innovative partnerships with social protection, health, development and women's movements to achieve social transformation and works to strategically engage and reignite the leadership PLHIV, key population movements for social justice. RGCM comprises the Human Rights and Law (HRL), Gender Equality and Diversity (GED), and the Community Mobilization (CM) units.

The Human Rights and Law unit will provide leadership, strategic information, coordination, programmatic guidance and technical support for human rights and enabling legal environments in the AIDS response. It ensures that global standards and commitments translate to human rights action and legal protection at country level, support stakeholders to respond effectively in rights terms, and build alliances for human rights, dignity and security within the Joint Programme and beyond.
Main tasks and Responsibilities of the Position:
Under the supervision of the Chief, Human Rights and Law, and working in close collaboration with the other members of the unit and department, the incumbent is assigned all or part of the following responsibilities:

LEADERSHIP FOR HUMAN RIGHTS AND ENABLING LEGAL ENVIRONMENTS
Elaborate strategies, policies and programmes in the field of human rights, law and ethics, including human rights and legal and programmatic actions to reach the objectives of the 2011 Political Declaration on HIV/AIDS, the UNAIDS Strategy Getting to Zero and the Millennium Development Goals related to HIV, by developing strong messages on HIV, human rights and law; providing strategic policy/programmatic advice to RST/UCO colleagues; coordinating, participating in and/or and leading technical working groups, formal or informal reference groups; and promoting ongoing exchange and dissemination of information throughout UNAIDS and external entities.

LINKING GLOBAL TO LOCAL
Taking a leadership role for the analysis, review and coordination of all aspects of rights-based and evidence-informed activities with emphasis on translating global norms and agreed objectives into effective and rights-based laws, policies and programmes at regional and national levels, by (a) providing guidance, technical support and direction related to laws, human rights and ethics as they impact on prevention, care and support, with emphasis on reduction of discrimination, stigma and punitive approaches to HIV; (b) promoting the implementation of rights-based responses to HIV and strategies to increase efficacy by maximizing the implementation of critical enablers involving human rights programmes and protective legal frameworks; and (c) advocating and strategizing with cosponsors, national governments, key donors, and members of civil society organizations.

STRATEGIC INFORMATION FOR INFLUENCE:
Design and/or oversee, in the areas of human rights, law and ethics related to HIV, the development of evidence-based data analysis, research studies and monitoring and evaluation reports; the conduct of in-depth analysis of achievements and gaps; and managing the production and dissemination of up-to-date information within UNAIDS, cosponsors, and the global community.

ALLIANCES FOR DIGNITY AND JUSTICE:
Establish and strengthen alliances with other social justice movements, including those relating to human rights, women's rights, access to justice, rule of law, governance, equality of opportunity and disability. Support RSTs/UCOs to make such alliances, including with parliamentarians; judiciary; police; Ministries of Justice, Labour, Social Protection; National Human Rights Institutions; and civil society human rights groups in the HIV response.

DELIVERING AS ONE FOR HUMAN RIGHTS:
Establish and strengthen productive relationships between UNAIDS and representatives from cosponsors, governments, regional, national and governmental institutions, foundations and other partners, as delegated donors and donors agencies, to promote collaborative synergies.

EXCELLENCE IN REGIONAL PLANS, POLICIES AND FRAMEWORKS:
Provide strategic guidance to RSTs and UCOs to articulate and promote integration and implementation of HIV-related human rights principles, norms and programmes in regional and country HIV, development and legal plans, policies and frameworks.

PROBLEM SOLVING AND CAPACITY-BUILDING:
Facilitate real-time knowledge sharing and problem-solving among UNAIDS staff in HQ and the field in relation to emerging HIV-related human rights, social and legal issues, working closely with the RSTs and UCOs. Coordinate and/or oversee the provision of technical support, guidance and tools to strengthen RST/UCO capacity to respond to human rights and legal crises related to HIV and to integrate human rights in national HIV plans, legislative frameworks, and institutions for social justice.

Perform other related duties as assigned.
REQUIRED QUALIFICATIONS
Education:
Advanced university degree in law, international law and specialization in human rights and ethics.

Specialization in one of the above fields complemented by degree or studies in international relations, business/public administration or political or other social science an asset.

Experience:
At least 11 years of professional experience at national level, including two years in or involving multilateral organizations, complemented by experience at international level in the area of law and human rights assistance programs, policy analysis, international affairs, political and strategic planning.

Experience in law and human rights analysis, designing and implementing national laws and programmes to support human rights and/or experience with HIV-related laws and human rights an asset.
Languages:
Advanced knowledge of English. Knowledge of another UN official language an asset.
Additional Information:
Positions at the international professional category within UNAIDS will be subject to the Organization's Mobility Policy. The above-mentioned position is a rotational position and its standard duration of assignment is linked to the ICSC hardship classification of the duty station.
Annual salary: (Net of tax)
US$ 80,734 at single rate
US$ 86,904 with primary dependants
Post Adjustment: 104.1 % of the figure(s) on the left side. This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
