Child Rights Situation Analysis Coordinator in India

  1. Background

1.1. FundaciĆ³n Intervida
FundaciĆ³n Intervida (FI) is an international NGO which acts locally to promote sustainable social change by improving the living conditions of vulnerable populations, especially children, and by acting upon the causes of poverty and inequality. Intervida works principally with local NGOs in order to support the local entities’ development effort, both non-governmental and governmental; and improve their organizational efficiency. FundaciĆ³n Intervida (Delegation in India) mainly focuses its intervention towards contributing to guarantee children´s rights to survival and development, mostly through improving access to quality primary education and to primary health services to the most excluded children. At present, the Foundation is undertaking development projects in the districts of Mumbai City, Pune and Nashik in Maharashtra and in the district of Nagercoil in Tamil Nadu. 1.2. New Strategic Direction FundaciĆ³n Intervida is fully incorporating a child rights based program approach following the principles and standards of the United Nations Convention on the rights of the Child. Under this new conceptual framework the Foundation place an emphasis on three dimensions of action: (i) Acting on gaps of provisions in health and education. (ii) Strengthen local public structures to improve their capacity to fulfil their obligations as duty bearers. (iii) Support rights holders and secondary duty bearers in order to be in a better position for claiming their rights and complying with their responsibilities. Finally, Intervida envisions the implementation of the new approach supporting local partners, working in alliance, joining regional and national child rights networks, and promoting advocacy campaigns when required.

Purpose and Scope Conduct a CRSA with a focus on violations and gaps in the areas of education, non-discrimination and participation, for under 15 years old children, in the districts of Pune (Velhe), Beed and Jalna in Maharashtra. The results of this analysis will be used for designing a three years right to education program. The CRSA shall: i. Identify the underlying causes of violations of children´s rights. ii. Map duty bearers and stakeholders for children´s rights and identify obstacles to the fulfilment of their role. iii. Map secondary duty bearers for children´s rights and identify barriers and weaknesses for meeting their responsibilities. iv. Identify the emerging positive and negative socioeconomic, political and environmental trends that will affect the realization of children´s rights locally. v. Identify priorities and engagement and support with duty bearers and secondary duty bearers, and other key stakeholders for children´s rights. vi. Develope a shared understanding of child rights situation with potential partner organization and children.

  1. Specific objectives i. Recommend ways and means of building capacity of the civil society focused on child rights. ii. Recommend ways and means of strengthening the capacity of local duty bearers. iii. Identify advocacy priorities regarding education and non-discrimination.

  2. Main responsibilities i. Coordinate a multidisciplinary team composed by FundaciĆ³n Intervida members, Intervida´s local partner members and external resources. ii. Strengthening the capacity of the CRSA team members. iii. Ensure children´s involvement in CRSA. iv. Liaise with child rights stakeholders. v. Facilitate workshops with CRSA team and key stakeholders. vi. Analyze information and draft CRSA report.

  3. Key Outcomes i. Produce a CRSA report (around 50 pages) for internal and external diffusion. ii. Produce a child friendly CRSA report to be shared with children.

  4. Timeline The CRSA will begin in August 2012 and final report is expected by the first half of January 2013. The duration of the assignment will be 6 months with possible extension to 1 year.

  5. Qualifications The Coordinator will have, as a minimum, the following experience and skill sets: • M.S.W (Master of social work) • Demonstrated experience of the Convention on the Rights of the Child (CRC). • Experience in leading CRSAs in India. • Writer/researcher with at least five years experience and previous publications on children´s rights. • Excellent English writing skills. • Knowledge and commitment towards children´s participation. • Skilled facilitator. • Experience with child rights governance. • Experience with legal and policy amendments. Preferences will be given to: • Experience in education. • Experience in children’s participation.

  6. Salary Between 1.000 € and 1.500 € monthly gross salary, according to candidate’s experience
