Consultant Editor in Chief Medecins du Monde

Position Description:

Médecins du Monde (MdM) France, an international non-governmental organisation (NGO) operating a harm reduction program for people using heroin in Temeke district, is seeking an editor in chief for the production of information, education and communication (IEC) materials for its beneficiaries.

Background

MdM has been present in Tanzania for 19 years, initially working in Kagera region. In 2010, in cooperation with the Ministry of Health and Social Welfare and the Temeke Municipal Council, MdM established a pilot program of prevention, counselling, care and support for injecting drug users in Temeke district, Dar es Salaam, with the aim to prevent a further spread of HIV & AIDS in this specific community. Since the start of the project it has attracted impressive numbers of injecting and non-injecting drug users. A team of eight outreach workers, nine volunteers and five peer educators is in place to provide services and information to those drug users.

The information provided to MdM beneficiaries covers a variety of topics related to health and drug use, such as safe injection, safe sex, HIV, hepatitis (A, B and C), TB and overdose. The information is mainly transmitted verbally during workshops, counselling sessions and informal conversations. However, there is a growing need for IEC materials to support and strengthen this information flow. For this reason MdM is seeking to hire a consultant editor in chief to take the lead in developing these materials.

Tasks & Responsibilities

The consultant editor in chief will be responsible for the whole process of producing IEC materials for MdM beneficiaries, from the initial phase of collecting ideas to the final phase of producing the materials. This includes the following tasks:

· Training outreach workers, volunteers and peer educators in selecting topics, collecting information, designing formats and creating IEC materials;

· Informing outreach workers, volunteers and peer educators of the possible forms of IEC materials (written, audio, video, other);

· Facilitating brainstorm sessions with outreach workers, volunteers and peer educators to assess which topics need to be covered ;

· Assessing which outreach workers, volunteers and / or peer educators have the best qualities to design and produce the materials and select a team for this;

· Facilitating, coordinating and guiding the process of designing and producing materials, including on-the-job training of team members involved;

· Whenever needed, finding and selecting third parties needed for the production of materials and – in collaboration with the program coordinator – negotiating prices and conditions with these parties

Expected outputs

The consultant editor in chief is expected to facilitate and supervise the production of five separate IEC tools for MdM beneficiaries. Apart from this it is expected the consultant editor in chief will have sufficiently trained a number of team members for the future production of IEC materials under minimum supervision.

Contract period and remuneration

The proposed remuneration for the consultant editor in chief is 1.800.000 Tsh.. The expected period of contract is four months, starting on 1 September 2012 and ending on 31 December 2013. The number of working hours during the contract period can be defined by the consultant editor in chief, in collaboration with the program coordinator.

Profile

The consultant editor in chief is expected to have the following qualities:

· Degree in communication, graphic design, journalism

· Experience in developing IEC materials for key populations

· Experience in coaching and training a non-specialised team

· Fluent in Swahili and English (verbal & written)

· Diplomatic leadership and communication skills

· Strong organisational skills and capable of working in a dynamic organisation

· Experience in working with people using drugs using a harm reduction approach

· Ability to recognise and maintain appropriate personal boundaries

· Ability to follow strict security rules

· Involvement in community based organisations (CBOs) appreciated
