Consultant Roster – Financial Management Expert for short-term consultancy assignments

Organizational Context

The International Fund for Agricultural Development (IFAD) is an international financial institution and a specialized United Nations agency dedicated to eradicating poverty and hunger in rural areas in developing countries. It does so by financing projects and programmes that increase agricultural productivity and raise rural incomes, and by advocating at the local, national and international level for policies that enable poor rural people to overcome poverty.

Divisional Context

The East and Southern Africa Division (ESA) is located in the Programme Management Department (PMD). ESA works with poor rural populations in developing countries to eliminate povery, hunger and malnutrition; raise productivity and incomes; and improve the quality of their lives. The division has designed, supervised and provided implementation support to projects and programmes across the region, in very different natural, socio-economic and cultural environments. ESA's divisional financial management objective is to support projects and programmes make best use of available resources, provide robust and efficient disbursements, and administer the financing in compliance with corporate procedures. To achieve this, ESA works closely with the Controller's and Financial Services Division (CFS) within the Financial Operations Department (FOD) which is functionally responsible for financial management aspects.

Description of Consulting Assignments

ESA would like to invite qualified financial management and procurement consultants to register their profiles by completing IFAD's Personal History Form (PHF) and submitting it through the e-recruitment module for inclusion in the IFAD roster for short-term consulting assignments. Consultants will provide loan administration, fiduciary supervision and procurement services in respect of countries and individual projects or programmes as assigned by the Country Programme Manager (CPM) or Division Director. Assignments usually range from 10 to 14 days. Specific tasks may include:

  • Procurement and financial management capacity and risk assessments
  • Contribution to the design of financial management and fund flow aspects of IFAD-funded investment projects
  • Supervision and implementation support for projects

Education and Experience

The exact requirements for each consultancy vary but draw from the following list :

  • Masters Degree (or equivalent professional qualification) in Public Financial Management and Administration, Accounting, Economics or related area.
  • Extensive working experience in public financial management, typically including a broad experience in accounting and auditing. Experience in procurement would be an asset.
  • Knowledge of International Financial Reporting Standards, International Public Sector Accounting Standards, International Standards on Auditing and awareness of current and emerging issues in financial management.
  • An accounting or audit qualification such as CPA, CIA, or equivalent would be an asset.
  • Working experience in the East and Southern Africa region is required.

Technical/Functional Competencies

  • Ability to work independently and under pressure to meet strict deadlines.
  • Good organizational skills, as well as commitment to personal performance and self-development.
  • Initiative, negotiation, report-writing and decision-making to lead some complex project design and implementation/supervision issues.
  • Strong integrity.

Communication

  • Full command of written and spoken English is required.
  • Additional language skills such as French or Portuguese would be an asset.

This roster is valid for 12 months after which applicants are welcome to re-apply and provide updated information. Only selected candidates will be contacted. This call for inclusion of individuals in the IFAD roster does not amount to a commitment on the part of the IFAD either financially or otherwise. It is strictly to be included in the database for future processes.
