Organizational Context

The International Fund for Agricultural Development (IFAD) is an International Financial Institution and a Specialized United Nations Agency whose mission is to enable poor rural people to overcome poverty. IFAD's headquarters is in Rome, Italy, and is present in more than 90 countries to develop and finance programmes and projects aimed at increasing agricultural productivity and incomes.

Division Context

IFAD¿s Environment and Climate Division (ECD) focuses on the promotion of sustainable natural resource management (biodiversity, land, forest, water, etc.), and climate change adaptation and mitigation programmes and activities that generate global and local benefitsrelevant to the IFAD target groups.

ECD works in close collaboration with the five IFAD Regional Divisions and other departments to integrate environment and climate change issues into IFAD¿s operations and activities. ECD identifies, designs and provides technical implementation support to impact-oriented environment and climate change projects and components. These projects and components will complement and diversify IFAD's investments at country and regional levels. The Division aims at enhancing existing IFAD partnerships with key agencies, especially the Global Environment Facility (GEF), and at establishing new partnerships with international or bilateral agencies. The Division also manages grants from other institutions, and develops knowledge management products. ECD is also collaborating with regional divisions to further mainstream environment and climate change-related issues across the regular IFAD portfolio.

The division is also taking a leading role in mobilizing additional climate change funds (Adaptation Fund, LDCF/SCCF and others). A new initiative: the Adaptation for Smallholders Agriculture Program (ASAP) is being designed and will be implemented to support and mainstream adaptation investments in IFAD¿s operations through the regional divisions.

Description of Consulting Assignments

IFAD seeks state of the art ENRM and CC experts for short-term consulting assignments. Specific tasks may include:

  • Undertake detailed analysis of documentation supplied, identifying deficiencies in proposed designs and suggesting ways of addressing these based on best practices.
  • Undertake extensive desk research, producing commissioned thematic reports.
  • Participate in project design activities for IFAD loans, GEF and GEF-managed funds, and ASAP projects.
  • Contribute to the supervision and provision of implementation support for selected projects already operational and/or for the start-up of new projects.
  • Undertake field assignments in the context of a variety of IFAD core activities (country strategy elaboration, project design ,supervision and evaluation missions, etc.).
  • Undertake Strategic Environmental Assessment (SEA) in the context of country strategy development and Environmental Impact Assessment for projects with potentially high negative environmental impacts.

Education and Experience

  • PhD or Master¿s Degree in natural resources, rural development, environmental engineering or related area.

  • Extensive working experience in the management of environmental and rural development related projects and implementation of ENRM and CC state of the art technologies and practices.

  • For field consultancies related to project design and implementation, previous experience on these areas will be valued. .

Technical/Functional Competencies

  • Ability to work independently and under pressure to meet strict deadlines and deliver state of the art products.
  • Good organizational skills, as well as commitment to personal performance and self-development.
  • Strong action management skills, initiative, negotiation, decision-making to lead some complex project design and implementation/supervision issues.

Communication

  • Full command of written and spoken English
  • Working knowledge of at least one official IFAD language (French, Spanish, or Arabic)
  • Additional language skills would be an asset.
