VAW Database Specialis-SSA International

Grounded in the vision of equality enshrined in the Charter of the United Nations, UN Women will work for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Gender and Justice Unit aims to build the capacity of Ministry of Women’s Affairs (“MoWA”) / Department of Women’s Affairs (“DoWA”) to set a standard data collection system, in coordination with other partners including, among others, the Ministry of Justice, the Ministry of Public Health, Ministry of Interior, Central Statistics Organization, Afghanistan Independent Human Rights Commission (AIHRC), relevant Civil Society Organizations and UN Agencies with consideration of security of information and ethical issue associated with conducting and planning of data collection.

In 2006, UN Women supported MoWA to design the Primary VAW database as a tool for systematic collection of data on violence against women. Its main objective was to assist MoWA to monitor the prevalence of VAW at national level to not only assist survivors but also to document the cases of VAW to help government and civil society organizations in strategize and assist in effective prevention and response on gender-based violence in Afghanistan. The database will also improve MoWA and other Ministries policy on the EVAW framework and the institutional responses to VAW cases. UN Women provides further support by means of designing a web-base database in order to track VAW cases country-wide and draw the attention of the policy makers, government officials, legislators and civil society on existence of the VAW.

Under the direct supervision of Gender and Justice Unit Manager/OIC and guidance of Deputy Country Director the VAW Database Specialist will provide technical support and facilitate the smooth implementation of VAW Database activities.

Duties and Responsibilities

The expected result is to provide technical support to increase the capacities of MoWA /DoWA to address VAW through its advocacy plan to improve prevention and response strategies and aspects of violence against women. The following outputs will contribute to the expected outcome:
(i) Improved EVAW policy framework on VAW data collection, monitoring and evaluation systems, and implementation report on EVAW strategy of the Government of the Islamic Republic of Afghanistan (GoIRA);
ii) Improved effective ethical and secure nationwide data collection system to be established;
iii) Increased efficiency of VAW response and prevention mechanisms against VAW .

(i) Improved EVAW policy framework on VAW data collection, monitoring and evaluation systems, and implementation report on the EVAW strategy of the Government of the Islamic Republic of Afghanistan (GoIRA);
• Support MoWA on finalization of third VAW database report drafted from existing 2009 and 2011 data in close coordination with MOWA and the UN Women .
• Ensure accurate and consistent inputting of data received from partners into database
• Perform data analysis and produce reports in various formats including graphs, charts etc. as required
• to enhance their advocacy on the elimination of violence against women.
• Ensure MoWA reports are printed and disseminated to stakeholders and service providers working on area of women’s human rights. Support the design of graphic user interface, support process and initial maintenance and update of the web portal using a content management system in the lines of standard Gender Based Violence Information Management Systems (GBV/IMS).
• Ensure that a nationwide VAW database is linked with electronic hubs established.
• Coordinating and holding meetings with UNFPA and other relevant agencies and experts working on GBV SOP/IMS though a remote access to facilitate replication of already existing standard system on VAW database.

Output 1: VAW third primary database reports are available
Output 2: A comprehensive and user-friendly VAW computerized/online database system is operational through MoWA

Timeline: 80 working days

ii) Improved effective ethical and secure nationwide data collection system to be established;
• Build on experience of UN Women activities driven from 2007-2011 to support MoWA to improve its SOP’s (information sharing protocol) in coordination with other relevant entities such as, MOI, AIHRC, MOPH, UNAMA, AWN and UNFPA.
• Provide technical inputs and advice to key actors for establishment of a care and support system to prevent and respond VAW.
• Produce guidance manuals, training materials and training programmes – in consultation with the training requirement of staff implementing the team, as well as the database development team

Output 3: Information sharing protocol is revised in coordination with MOWA, UNFPA and MoPH ;

Duration: 26 working days

Increased prevention and response mechanisms against VAW
• Increased capacity of MoWA/ DoWAs to implement and manage VAW online database system
• Work in close coordination with MoWA, DoWA, AIHRC, MOI and AGO as well as GBV lead agencies to coordinate data collection activities and avoid duplication.
• Increase synergy in UN Women’s efforts on data collection with the GBV lead agencies to support trainings and capacity building to prevent and respond to VAW
Output 4: resources are pooled and MOU is signed for capacity building of key actors.

Competencies

• Having experience in support of VAW activities
• Demonstrated sensitivity, discretion, tact, and courtesy in relation to gender equality and women’s rights, development principles and projects, implementing partners, and national and international personnel of varied nationalities and backgrounds Comply with UN WOMEN rules, regulations and code of conduct
• Commitment to upholding the organizational values and principles of UN WOMEN Afghanistan;

Required Skills and Experience

• Master’s degree in law, statistics, information management, social sciences, or other related field, preferably with specialization in gender and human rights.
• Minimum of 5 years work experience in information management, database design or database administration, and data analysis in developing countries and ideally with exposure to post conflict situations. Experience of working with women and girls in crisis is preferred.
• Sound knowledge of international standards on human rights, women’s rights and related instruments and GBV IMS. Ability to use Microsoft Access databases i.e. enter data, update records and fields, modify database structure, generate customized reports
• Ability to design the structure of a database and write appropriate interfaces (e.g. Microsoft Excel) for data entry and ensure data quality and security.
• Experience in training project personnel in the use of database management software applications
• Experience in writing and maintaining database design documentation and operating manuals
• Maturity and professional ability to handle sensitive information and ability to respect the confidentiality of such information while working with UN Women and even after the contract ends.
• Proven leadership skills, including the ability to set priorities, manage time effectively, and contribute to a team environment of respect, recognition, and mutual accountability.
• Demonstrated sensitivity, discretion, tact, and courtesy in relation to gender equality and women’s rights, development principles and projects, implementing partners, and national and international personnel of varied nationalities and backgrounds.
• Commitment to upholding the values and principles of Afghanistan.
• Excellent written and oral communication skills, especially in professional English.
• A proven ability to liaise with a myriad of stakeholders and partners, including government, donors, legislative bodies and grassroots organizations.
