Expert Trainer on APRM Country Review Process
Project Description: The project was developed to support the implementation of the African Peer Review Mechanism (APRM), whose core mandate is focused on: fostering policy dialogue among participating countries, promoting transparency in governance through the review process, capacity development for governance addressing policy and capacity gaps, facilitating mutual learning processes and best practices exchanges among participating countries, and mutual monitoring of compliance with agreed norms and standards. Since its launch in March 2003, 30 African countries have acceded to the Mechanism. UNDP has been involved in the APRM since its inception through the provision of technical and capacity support to NEPAD. In addition UNDP, as one of the strategic partners, provides technical and operational support to the APRM at the various stages of the review process as well as implementation of the national program of action emanating from the review. Against this backdrop, UNDP seeks to develop a core group of technical experts, amongst its Governance Advisors and other selected participants to take part in the Country Review Missions as experts. To this end, UNDP is looking to hire a Consultant to deliver training to UNDP Governance Advisors and some professionals on the APRM and its implementation. Objective of the training: The purpose of the training is to strengthen the capacity of UNDP Country Office Governance Advisors as well as some selected professionals in order to enhance their knowledge of the APRM and enhance their role and participation in the APRM process. This will help UNDP to have a a pool of experts that can be called upon to participate in APRM Country Review Missions as technical specialists, in their own fields of specialization when the need arises. This will limit the need to recruit outside consultants and ensure institutional memory within the organization. The training is therefore aimed at providing an in-depth understanding of the rationale, structure, institutions and processes of the APRM, as well as providing them with guidance on the Country Review Process. The format of the training should also provide learning opportunities and exchange of views, sharing specific experiences on UNDP engagement in the process and peer-learning among Governance Advisors and other experts from UNDP Country Offices and other units. The training package should include the general objective of the training, who is being trained and how many, the duration and likely topics to be covered and the expectations at the end of the training.
