Danish Refugee Council IDP Programme Manager – Yemen

BACKGROUND

The Danish Refugee Council (DRC) has been implementing humanitarian activities in Yemen since 2008. Using a protection of human rights framework, DRC Yemen focuses mainly on assisting refugees and migrants from the Horn of Africa and on providing emergency assistance and livelihoods support to Yemenis who are affected by conflict in north, central and southern Yemen.

PURPOSE

The IDP Programme Manager will supervise IDP operations in Yemen, ensuring a consistent integration of a human-rights based approach across multiple sectors (currently protection, emergency response and early recovery) and activities, effective communication and coordination with UNHCR, UNICEF and other partners.

KEY RESPONSIBILITIES

• Task and supervise DRC IDP programme staff in southern, central and northern Yemen, ensuring that programme requirements are fully met within DRC policies and donor agreements;

• Monitor programme costs to ensure that expenses are in line with project needs and donor budgets, and that financial transactions are conducted according to donor and DRC policies;

• Ensure coordination of DRC Yemen IDP programme strategy and activities with other stakeholders; this will include active participation in relevant clusters;

• Support the development of IDP, host and returnee community initiatives that that address economically and socially marginalised groups such as women and minorities;

• Assist with the development of advocacy messages and implementation of information campaigns and other information activities;

• Implement appropriate policies and action to ensure programme quality management in line with DRC’s global Humanitarian Accountability Partnership (HAP) commitments;

• Assist in the preparation of concept notes, proposals and budgets for future funding;

• Monitor security conditions in areas of operation and, as a member of DRC Yemen’s senior management and incident management teams, help ensure effective preparedness and response in line with DRC security policies and practices;

• Coordinate with and DRC’s refugee assistance operations in south Yemen, as needed;

• Other tasks, as requested by the Country Director.

REPORTING ARRANGEMENTS

The IDP Programme Manager will report to the Country Director.

CONDITIONS

Availability: August 2012

Duty station: Yemen is a non-family duty station. DRC will provide accommodation of moderate standard. As insecurity levels in Yemen are currently quite high, DRC security procedures may require shared housing, limitations of personal movement and other restrictions.

Contract: 12 months with possible extension depending on availability of funds and performance of the candidate. Salary and conditions in accordance with the Danish Refugee Council’s Terms of Employment for Global Expatriates (available at www.drc.dk under Vacancies). This position is graded as B2.

QUALIFICATIONS

Essential

• University degree, preferably masters level, in Human Rights, International Development, International Law or related field.

• At least 7 years of demonstrated experience in the humanitarian field, with at several years of management experience within the field of refugee/IDP protection.

• Strong leadership/managerial skills and demonstrated experience working and managing multi-sector projects in a challenging security environment required.

• Experience working with international NGOs, UN agencies, line ministries and/or local authorities settings in complex emergencies.

• Experience in participatory protection assessment and community-based programming;

• Excellent analytical and report writing skills.

• Excellent interpersonal, intercultural and communication skills.

• Able to work under pressure and difficult security conditions

• Fluent written and spoken English required; Arabic language preferred.
