This is an excellent opportunity to join one of the leading green NGOs in Brussels and to be part of a vibrant network of national member organisations. Reporting to the Head of Operations, you will be responsible for oversight of the Organisation’s financial capacities in support of the Campaigns, Programmes and Management.

Profile of the position

As a leader of a small, dedicated finance team, the Finance Manager is responsible for ensuring FoEE‘s efficient and effective financial management in the short and long terms.

By strengthening and developing the accounting, budgetary and financial systems, the Finance Manager ensures appropriate processes, and produces analyses for strategic decision-making.

This position will require an advanced balance of technical, managerial and personal capacities, completed by professional maturity and communication skills required for the role and its challenges. The post holder will be also directly involved in the operational level and will have daily responsibilities in financial and related matters.

Goals and responsibilities include:

Transactions management and recording

  • Organise and supervise proper recording of accounting and financial information and supporting documentation as per needs of the organisation; ensure smooth running of the recording system and its adaptation to changing requirements;
  • Ensure correct allocation of expenditures and their recording to the financial management system by budget holders; Provide rules and interpretations to ensure eligibility and appropriateness of expenditures and their proper allocation and documentation;
  • Implement control mechanisms and procedures to ensure that the financial resources are systematically used in the best interest of the Organisation;
  • Coordinate and supervise the invoicing, external contracting and financial agreement.

Budget & Budgeting

  • Under the supervision of Management Team and Head of Operations, organise the annual budgetary exercise, including regular budget reviews; Integrate strategic directions and ensure the necessary consistencies, controls and overall balances in the budget and its components;
  • Guide and control the detailed alignment of the budget to the resources available and their requirements and constraints; Ensure appropriate participation in the budgeting exercise, engaging budget holders accordingly.

Finance and monitoring

  • With the team, ensure FoEE’s daily overall financial management and control;
  • Co-develop and regularly provide insights, reports and analyses required for the strategic financial overview and decision-making of the Organisation;
  • Make sure that FoEE has adequate and up to date financial policies, procedures and systems and that they are fit for purpose;
  • Ensure that relevant financial legal obligations and regulatory requirements are met, including auditing, VAT and taxes, fiscal obligations and financial statements;
  • Coordinate and supervise the preparation and management of the annual audits;
  • Provide regular guidance, support and training to the budget holders on the effective and efficient financial management of their budgets.

Fundraising and reporting

  • With the finance team, assist fundraising with the necessary budgets scenarios and projections;
  • Organise, coordinate, and actively participate in the financial part of the grants management and the financial reporting to internal and external stakeholders, including donors, consortia and auditors, the Authorities, Management Team, Executive Committee and the Annual General Meeting.

Finance Team and staff Leadership

  • Ensure the finance team is functioning in ways that meet key financial objectives and support the Organisation’s internal and external partners; Set-up, coordinate and implement the strategic planning for the finance team;
  • Lead, organise and supervise the development of the necessary tools, procedures and systems allowing high quality in the delivery of accountancy, budgetary and financial responsibilities and objectives; Manage the budgetary and financial planning of the Organisation;
  • Manage and support the finance team in ways that meet the needs, promote and optimise the internal capacities of its members for best quality and efficiency of the financial management and at the best service of the Organisation, its objectives and actions;
  • Provide line-management support and supervision, including coaching, annual appraisal and the identification of development needs to the finance team;
  • Monitor individual performance through direct observation and delivery of work plans; Ensure the development of individual team members.

Requirements

  • Advanced academic background in finance and/or economics;
  • Proven coordination and planning skills;
  • Advanced Excel skills;
  • Excellent negotiation and inter-personal communication skills;
  • Advanced analytical capacities, combined with ability to translate complex financial data into clear andsimple information for different audiences;
  • High attention to detail;
  • A very good command of English, which is the working language for this post (other languages are an advantages, in particular French or Dutch);
  • Experience as a financial manager within an organisation of relevant scale and complexity for at least 2 years;
  • Familiarity with high degree of restricted funding and management of EC grants;
  • Capacity to manage a small team in a dynamic and constructive way;
  • Demonstrated commitment to providing exceptional support to colleagues and other stakeholders;

  • Able to work in the Brussels office on a daily basis.

The position requires occasional evening and weekend work as well as occasional international travel. The position is a replacement during a sabbatical (initial total duration of the contract is 13,5 months). Start date: 15th of Nov 2012.

Salary between 3.033,- to 3.245,- Eur, depending on experience, plus benefits (13th month, lunch vouchers, pension scheme and hospitalisation insurance). Conditions are according to Belgian legislation including the legal ability to live and work in Belgium. This is a full time position. FoEE offers a highly motivating working environment in an international NGO and office located in an environmentally friendly NGO building.
