Governance Support Namibia Nature Foundation

Terms of Reference: NNF Governance Support (CBNRM and Tourism)
(Southern Kunene)

The Namibia Nature Foundation (NNF) aims to promote sustainable development, the conservation of biological diversity and natural ecosystems, and the wise and ethical use of natural resources for the benefit of all Namibians, both present and future.

The incumbent for this position will support the management and effective implementation of governance, administration and financial mechanisms in conservancies. S/he will report to the NNF CBNRM Regional Coordinator. The duty station will be in Southern Kunene with frequent travel around the region, although additional travel within the country may also be required for training, technical assistance, meetings and events. A driver’s license is essential, and ideally, extensive experience in off-road driving.

Duties and responsibilities include the following:

• To develop, implement and monitor local-level integrated activities and annual work plans for governance in the CBNRM and Tourism project in the Southern Kunene Region, in collaboration with other NNF projects.
• To provide administrative, logistical & technical support to the targeted conservancies under the CBNRM and Tourism project.
• To implement projects and provide support to partners, beneficiaries and stakeholders.
• To undertake and provide ongoing training and technical support to the targeted conservancies as per the objectives of the CBNRM and Tourism project, focussing on governance, administration, institutional support and project/finance management.
• To monitor the performance and progress of aspects of the project.
• To ensure that, where appropriate, synergies are identified and maintained between the CBNRM and Tourism project in the Southern Kunene and the Windhoek-coordinated CBNRM Consortium for the implementation of training in the targeted conservancies.
• To, where appropriate, integrate and/or oversee other NNF project activities for the effective and efficient delivery of services.
• To represent the NNF and CBNRM and Tourism project at the regional level as required, ensuring that all project activities are aligned with other regional activities.
• To comply with donor requirements and submit technical reports according to the correct reporting formats and procedures.
• To have a basic understanding of project financial management, budgeting, budget monitoring and financial programme issues.
• To disseminate and access appropriate training, training materials and other manuals as developed by the CDSS.

Other duties include:

• Liaising with partners and key stakeholders, including government agencies such as MET and DoF/MAWF.
• Providing support to registered (and emerging) conservancies.
• Field work – providing logistical support to project field staff.
• Close liaison with other NNF project coordinators and staff.
• Any other activities of a relevant nature, as may be required from time to time in support of the objectives of NNF projects and its partner initiatives.

Minimum Requirements

Education/Experience:
• A minimum of a Bachelors degree in a relevant business, administration or social sciences field.
• Experience in local-level training, monitoring and support is important e.g. administration, governance, finance.
• An understanding of the national CBNRM programme with a minimum of two years’ experience an advantage.
• An understanding of conservancy management and technical support for conservancies would be an advantage.

Skills and Abilities
• The ability to work independently, as a member of a team and with rural communities, and an understanding of the challenges of their operational environments are key skills.
• The project is built upon a foundation of partnerships between consortium members, conservancies, NGOs and MET. The ability to deal seamlessly on these levels is essential.
• The ability to work in remote areas under challenging conditions.
• Excellent written and spoken English. Proficiency in a language of the project area would be a distinct advantage.
• Excellent report writing skills.
• A minimum of two years experience in off-road 4x4 driving preferred.
• Computer literate (MS package) and efficient.
