HEAD OF HUMAN RESOURCES

The University of Central Asia (UCA) was founded, as an international education organization, in 2000 by the Republic of Kazakhstan, the Kyrgyz Republic and the Republic of Tajikistan, and the Ismaili Imamat represented by His Highness the Aga Khan, to foster the economic and social development of Central Asia, and especially its vast mountain regions. The International Treaty and Charter establishing this secular and private University was signed by the Presidents of Kazakhstan, the Kyrgyz Republic and Tajikistan, and His Highness the Aga Khan. The International treaty was ratified by the parliaments of the three Founding States, and registered with the United Nations.


Background:
The University of Central Asia (UCA) is currently in the process of establishing its campuses in the three Founding States: Kazakhstan, Kyrgyz Republic and Tajikistan, and has its Central Administration in Bishkek, Kyrgyz Republic. Each campus, located in mountain communities, will be staffed by administrative, academic and technical personnel recruited internationally, regionally and locally to ensure both international standards of high quality education, and the economic development of the communities in which UCA is located. UCA’s undergraduate and graduate degree programmes will be launched once campus facilities are constructed. The University has two operational educational divisions: the School of Professional and Continuing Education and the Aga Khan Humanities Project.


Position Profile:
The Head of Human Resources will provide leadership in the development, integration and advancement of UCA’s considerable human resources. The position offers an unparalleled opportunity for a highly motivated candidate. The responsibilities of this position necessitate substantial familiarity with the challenges facing the countries of the former Soviet Union. Experience with human resources in the specific context of higher education is also desired.

Specifically, the Head of Human Resources should possess:

• Experience in formulating policy, developing and implementing strategies and procedures related to recruiting and managing human resources.

• Familiarity with regulatory and legal issues pertaining to employment in the Central Asian region and the ability to apply these to the development of UCA’s human resource policies and procedures.

• Experience in staff supervision, training and development along with demonstrated ability in creating and managing effective teams for complex, multi-site operations.
• Knowledge of current best practices related to the field of human resource management.

• Excellent and efficient oral and written communications in English, including presentation, facilitation and conflict mediation skills.

• Cultural and gender sensitivity, flexibility and a multidisciplinary approach to work effectively with diverse constituencies at the local, regional and international level.


Responsibilities:
The Head of Human Resources will:

• Assist in the development and management of immediate and medium-term strategies for human resource systems and support services.

• Manage, develop, and provide overall leadership and supervision of the Human Resources function across the board; including recruitment and staffing, organizational development, personnel administration, compensation and benefits, client relations and internal communications, staff welfare and wellness, capacity building and talent management, and systems development and compliance.

• Cultivate networks to identify qualified regional personnel living in Central Asia or Central Asians living abroad in relevant professions and maintain up to date databases.

• Work with executive management members to achieve goals related to the identification, recruitment, diversity, retention, performance, and training of UCA staff.

• Develop strategies that are integrated into UCA’s human resource planning, to build human resource capacity in the communities in which campuses are located, including hiring and training opportunities for local communities.


Immediate Tasks:
The Head of Human Resources will play a key role in the following during the short-term:

• Provide support in recruiting key academic, administrative, support and ancillary staff.

• Review and evaluate current staffing levels, allocation and policies throughout the region and bring in synergies and ensure efficiencies, effectiveness and compliance.

• Play a central role in designing both short and medium term strategies to maximize economic and skill-building opportunities to develop human resource capacity in local communities.

• Develop policies for management of consultants, visiting faculty, volunteers and interns.

Relationships:
The Head of Human Resources will:

• Report to the Director University Services or such other person(s) who may be nominated by UCA’s management from time to time.

• Work closely with senior management to ensure timely compliance with the regulatory and contractual requirements and ensure effective reporting on key human resource performance indicators.


Qualifications:
The successful candidate for this position will possess:

• An advanced degree in human resource management, higher education or a related field.

• A minimum of five years of experience that demonstrate success in the fields of human resources development and recruitment.

• Excellent English-language communications skills (written and oral) and interpersonal skills.

• Strong preference will be given for candidates with previous related experience in Central Asia or the former Soviet Union and proficiency in Russian.

The position will be based in Bishkek, Kyrgyz Republic and would require regional and international travel.
