Organizational Setting

The Division of Budget and Finance, part of the Department of Management, is responsible for the financial management of the Agency and is divided into five Sections.

The Programme and Budget Section, one of those Sections, is divided into two Units. Each Unit is responsible for specific major areas of work (Major Programmes) and participates in the timely and accurate preparation of the Agency's results-based programme and budget documents, as well as monitoring the day-to-day implementation of the budget so as to promote effective and efficient use of resources.

Main purpose

Plan, coordinate and supervise the preparation and implementation of the Agency's programme and budget, ensuring innovative policies and strategies, quality management standards and a results-based approach.

Role

The Section Head is: an adviser to senior managers throughout the budget preparation process, coordinating and synthesizing budget submissions, advising on overall budget envelopes and parameters including implementation, assisting managers in the monitoring of their financial resources; a team leader, guiding and initiating policy development on budget management, performance management, capital budgeting and/or accrual budgeting under the International Public Service Accounting Standards (IPSAS), and process improvement in all budget-related activities; and a change manager, as focal point for the planning and monitoring module of the Enterprise Resource Planning System AIPS.

Partnerships

The Section Head engages senior staff in all Departments on issues related to the entire programme and budget cycle, from strategy and policy issues to monitoring and reporting. The Section Head liaises withprogramme coordinators and administrative officers in the sound planning and monitoring of the programme and budget. Furthermore, she/he provides authoritative guidance and engages in negotiations with Member States and members of the Agency's governing bodies on budgetary and financial issues, and keeps abreast of developments in the other UN and international organizations.

Functions / Key Results Expected

  • Programme and budget: Prepare final Agency-wide budget submission to Member States for approval. Lead budget preparation, providing guidelines to Section staff and liaising with the Programme Planning and Coordination Unit to ensure appropriate linkage of programme and financial resources; issues Programme and Budget guidelines; oversees preparation of all relevant internal and external documentation. Advise senior management of overall budget envelopes and resource allocation.
  • Financial implementation: Report regularly to senior management on implementation progress; maintains frequent contact with Programme Coordinators and Administrative Officers throughout the IAEA to review and discuss budget performance and priorities.
  • Analysis, policy and process improvement: Review reports derived from the Enterprise Resource Planning System (AIPS). Create an environment of continuous improvement. Promote proposed changes beyond the Division to programme managers and senior management.
  • Major issues: Intervene on issues such as deviations from plans, over-/under-budgeting in relation to expenditure. Advise senior management of corrective measures and options and formulate guidelines on corrective action.
  • Reporting: Establish monitoring milestones and innovative tools for programme managers and executives, using the Enterprise Resource Planning system AIPS efficiencly and effectively.

Knowledge, Skills and Abilities

  • In-depth knowledge of the results-oriented approach to programme and budget. Demonstrated ability for strategic and operational planning and quality management.
  • Good knowledge and understanding of the budgetary, accounting and financial challenges facing international organizations, including IPSAS.
  • Strong analytical skills, ability to identify issues which are non-standard, demonstrated sound judgment in applying technical expertise to identify problems and contribute to their solution.
  • High standards of integrity, fairness and transparency to ensure and promote a work environment based on mutual respect and trust and demonstrated ability to perform effectively as a motivating and transformational leader and to promote collaboration with the various Departments of the Agency.
  • Demonstrated organizational abilities and ability to achieve stated objectives using initiative and creativity.
  • Good negotiation skills.
  • Excellent presentation and communication skills: Ability to represent the Division effectively, including the ability to deliver briefings to a diverse target audience as well as to conduct effective meetings with representatives of Member States and other stakeholders.

Education, Experience and Language Skills

  • Advanced university degree in accounting, financial management or a related field. Professional certification desirable.
  • At least 10 years of relevant professional experience with at least 3 years at managerial level.
  • Experience in budget management and accrual accounting or in fields of direct relevance to the above responsibilities.
  • Experience in managing staff and financial resources, including the ability to lead effectively large work teams in a multicultural environment.
  • Knowledge of ORACLE or similar Enterprise Resource Planning system desirable.
  • Fluency in written and spoken English. Working knowledge of another official IAEA language (i.e. Arabic, Chinese, French, Russian or Spanish) desirable.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $80 734 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $40 851*, dependency benefits, diplomatic status, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation,home leave, pension plan and health insurance.
