Organizational Setting

The Department of Management provides services to support the delivery of the IAEA's programmes, and oversees a wide range of responsibilities including the major functions of: Procurement; Budget and Finance; General Services; Conference and Document Services; Human Resources; Medical Services; Public Information; and Information Technology.

The Office of the Deputy Director General, Department of Management, includes a function that focuses on management efficiency, effectiveness and accountability. This requires systematic assessments of a wide range of policies and practices, and coordination of Directors and managers to ensure effective delivery of identified outcomes. The environment requires a high level of tact and discretion.

Main purpose

Reporting to the Deputy Director General for Management, the Management Coordinator leads management reform initiatives with broad impact, often crossing functional and/or organizational boundaries. He/she recommends and drives changes involving the latest practices and technologies in order to address upcoming challenges.

Role

The Management Coordinator is: (1) a focal point and leader, providing guidance, and prioritizing the use of resources with a view to achieving efficient and effective results; (2) a substantive expert, leveraging knowledge and experience in the field to policy development and operations; (3) an adviseron matters of policy, strategy, and management practice.

Partnerships

The Management Coordinator establishes the trust of senior management, staff at all levels throughout the Department of Management, and Departmental focal points throughout the Agency, by providing dependable advice and leadership on a variety of issues relevant to management reforms.

He/she builds on networks of specialists and counterparts in other international organizations, public and private sectors, NGOs, and other relevant institutions, to compare experiences of best-practice innovative policies and methods.

Functions / Key Results Expected

  • Act as a change manager to improve the effectiveness and efficiency of Departmental processes and policies by taking a proactive role in identifying and implementing emerging opportunities.
  • Lead and coordinate - as delegated - governance, management and/or operational responsibilities, in relation to the oversight and development of the Agency's ERP system.
  • Oversee the development of a best-practice policy framework in the Department; promote and actively pursue cross-cutting collaboration to enable integration of related objectives and policies.
  • Ensure strategic alignment of Departmental outputs and outcomes: coordinate the collaborative planning of the Departmental programme and activities through identifying linkages between related work units; encourage Directors and Section Heads to link the medium-term strategy with programmatic activities; provide guidance on establishing concrete objectives, milestones and performance indicators; and, monitor the effectiveness and the focus on priorities in line with the results based framework.
  • Provide policy advice to Departmental senior management: provide updates on management reforms and policy developments, including those affecting the UN, and refer particular challenges to the responsible specialists and managers within the Department.
  • Monitor and follow up audit recommendations with a focus on the implementation of risk-reduction and efficiency-enhancing recommendations.
  • Communicate significant changes in policies and practices, to ensure effective implementation.

  • Encourages participation in coaching, cross-training and knowledge-sharing activities.
  • Makes tough and sensitive decisions despite adverse consequences, in the interest of the Agency.
  • Makes and commits to sound decisions with integrity and transparency.

Education, Experience and Language Skills

  • Advanced university degree (masters or equivalent) in Public or Business Administration (MPA/MBA), or another related field such as Human Resources, Accounting, or international relations.
  • At least 10 years of progressively responsible experience in the field.
  • Experience of project management and operational planning highly desirable.
  • Fluency in written and spoken English. Knowledge of another UN language an advantage.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $80 734 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $40 771*, dependency benefits, diplomatic status, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation,home leave, pension plan and health insurance.
