Organizational Setting

The Division of Information Technology provides support to the IAEA in the field of ICT (information and communication technology), including information systems for technical programmes and management. It is responsible for planning, developing and implementing an ICT strategy, for setting and enforcing common ICT standards throughout the Secretariat and for managing central ICT services.

The IAEA's ICT infrastructure comprises state-of-the art hardware and software platforms in a partially decentralized environment. The Division has implemented an IT service management model based on ITIL (IT Infrastructure Library) and Prince2 (Projects in Controlled Environment) best practices.

The Infrastructure Services Section (ISS) is responsible for administering the central IT servers, providing secured services and managing the data centre. The platforms include 250 Microsoft Windows servers, 120 Linux servers, 6 SANs, appliances and 1 mainframe, serving about 2500 users.

Main purpose

As a member of a team reporting to the Unit Head, the IT Systems Engineer provides project and service management in the server, storage and data centre environment.

Role

The IT Systems Engineer is (a) a project manager, (b) an operations system administrator and (c) aproject team member.

Partnerships

The IT Systems Engineer works closely with other members of project and operations teams to plan and implement projects and to resolve problems. The incumbent also interacts with other staff in the Division, especially from the IT Service Desk, with IT systems and service users in the IAEA, and with technical staff from other organizational units and vendor companies to provide incident management and to support cross-cutting projects and processes.

Functions / Key Results Expected

  • Project management: manage IT projects on a daily basis to ensure that projects produce the required results. This includes planning and monitoring the project, directing and motivating the project team, and creating project documentation.
  • Service management: perform tasks to ensure the availability, performance and security of supported services within an agreed time frame. The service components include the software, hardware and operating systems. Tasks include the installation, upgrading, maintenance, monitoring and development of standard operating procedures.
  • Technical guidance: provide specialist advice based on professional expertise. Supervise less experienced colleagues, taking responsibility for the overall technical quality of their work. Provide on-the-job training and guidance to technical staff.
  • Problem solving: investigate and resolve problems for services within his/her own area of responsibility, following ITIL processes.

Knowledge, Skills and Abilities

  • Professional expertise:
    • In-depth technical knowledge of Windows and Linux server hardware gained over some years of providing support in an IT enterprise environment, including using change management and incident management processes and creating documentation.
    • In-depth technical knowledge of Storage and Storage Area Network (SAN) hardware gained over some years of providing support in an IT enterprise environment, including using change management and incident management processes and creating documentation. e.g. SAN switches, Fibre Channel and iSCSI.
    • Solid technical knowledge of Active Directory and virtualisation. e.g. VMWare.
    • Solid technical knowledge of Data Centre environments including racks, cabling standards, power, cooling and security.
    • Solid knowledge of networking and Security concepts e.g. ISO27001 or equivalent.
    • Knowledge of ITIL processes is desirable.
  • Problem solving skills: Ability to identify technical problems and to propose sound solutions.
  • Knowledge sharing: Capability to transfer skills within a team environment.
  • Interpersonal skills: Ability to deal effectively with customers, colleagues and other technical staff in a courteous and friendly manner and to work in a multicultural environment with sensitivity and respect for diversity.
  • Results orientation: Knowing which results are important and focusing resources to achieve them.
  • Supervisory skills.

Education, Experience and Language Skills

  • University degree in computer science, information management or a related field.
  • Minimum of five years of post qualification experience as a Server, Storage and Storage Area Network (SAN) hardware administrator in an IT enterprise environment.
  • Experience in project management, including project planning, work assignment and supervision, and in progress review and reporting. Prince2 certification and utilization would be an advantage.
  • Experience with Microsoft Active Directory, data centre management, Security (ISO27001) and ITIL would be beneficial.
  • Fluency in spoken and written English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian or Spanish) an advantage.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $56 091 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $28 326*, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave,pension plan and health insurance.
