Position Description:
The Program Officer II will:
  • Manage proposal development from start to submission, including coordination with Cost and Pricing (C&P)
  • Write and update reports, papers, work plans, and other written assignments as needed
  • Work closely on a day-to-day basis with the center’s Research Officer to ensure that the project’s technical milestones (data analysis, monitoring and evaluation (M&E), etc.) are met.
  • Track project deliverables and milestones
  • Lead work plan development, tracking, and updating
  • Draft job descriptions/SOW/TOR for consultants, vendors, and interns, and provide management oversight during their period of performance; collaborate with the Research Officer as needed
  • Gather, track, and organize project document (reports, databases, training manuals, etc.) in the center portal and central drive
  • Represent SSC in activities and functions through presentations or support to presentations (PPT development, research, etc.) at external and/or internal functions and meetings
  • Assemble task lists and action points and follow-up with them
  • Provide day-to-day management support on project activities, bringing to the attention of the Center Director areas of concern.
  • Maintain and track systems for monitoring project deliverables, subcontractor deliverables, consultants, and contract modifications.
  • Work with technical managers and contracts' administrators to draft and formalize scopes of work into subcontracts/agreements, POs, WOs, RFQs, etc.
  • Consultant contracts and required documentation; support in hiring and administering of benefits for field office staff in coordination with FHI 360’s contracts and human resources departments.
  • Administer the fielding of consultants and processing contract documents by serving as a liaison with FHI 360's central services' units to process rate approvals, scopes of work, consultant agreements, & fee/expense payments; Keep up-to-date with FHI 360 procedures in support of these actions and train other Center staff regarding these processes.
  • Track and ensure timely payment of consultants, subs, vendors, etc.;
  • Serve as Center/project liaison with FHI 360's contracts, purchasing and financial departments; maintain control sheet of requests ensuring timely processing and payment.
  • Work closely with the Center Director, individual technical managers, finance officers and contracts team to provide overall management support and trouble-shoot and solve problems.
  • Assist technical managers in management of project subcontractors, tracking sub-contractor payments and in expediting contract actions as directed; Keep up-to-date with FHI 360 procedures in support of these actions and train other Center staff regarding these processes.
  • Liaise closely with other Program Officer(s) within Center and be prepared to support operational needs of projects outside of specific portfolio as needed.
  • Coordinate and manage backstopping overseas long term field staff;
  • Coordinate travel logistics for staff and consultants and process expense reports;
  • Other job related duties as assigned.
Minimum Requirements:
Bachelor’s Degree or its international equivalent in knowledge/information services, Communications, Public Health, Social Sciences, Education, Economics or other field related to international/ human development required, Master’s preferred. Requires a minimum of 5-8 years’ experience with program management, US Government rules and regulations or an equivalent combination of both education and experience. Must be able to read, write, and speak fluent English; fluent in host country language as appropriate. Prior team lead experience preferred. Prior work experience in a non-governmental organization (NGO), government agency, or private organization preferred. Ability to problem solve and implement corrective action as needed. Working knowledge of concepts, practices and procedures with program design. Excellent oral and written communication skills. Excellent and demonstrated program/project management skills
