Position Description:

FHI 360 is currently seeking an M&E and Knowledge Management Specialist for an anticipated USAID-funded program in the West Bank to expand educational and leadership opportunities for youth in the West Bank by creating sustainable hubs for youth innovation and learning.

• The M&E and Knowledge Management Specialist will be responsible for program monitoring and evaluation of this USAID funded programming; the design and development of project M&E plans, including the identification of indicators useful in program management and the overall tracking of program accomplishments for donors including those for subrecipients; recommend cost-effective approaches and methods for establishing appropriate baselines and gathering information for reporting and periodic updates; ensure timely and accurate tracking of program activities against output and outcome indicators, informing the program regarding what is working and what needs to be altered or re-shaped in line with the pragmatic learning approach; design of causal models addressing the impact of interventions on vulnerable women and children.
• The M&E and Knowledge Management Specialist will also provide technical oversight and ensure quality control for subcontracts for M&E activities such as baseline and endline assessments.
• The M&E and Knowledge Management Specialist will be responsible for ensuring that information reported to USAID through the Geo-MIS information management system is up to date and accurate. The M&E and Knowledge Management Specialist will also ensure program compliance with USAID TraiNet requirements regarding documentation of training activities.
• In addition, the M&E and Knowledge Management Specialist will be responsible for editing program documents and deliverables including quarterly progress reports, implementation plans, and external communications documents for clarity and accuracy.
• The M&E and Knowledge Management Specialist will supervise one junior M&E staff member.

Minimum Requirements:

• A bachelor degree with a minimum of 8 years experience or a master’s degree with 3-5 years of experience or equivalent combination of education and experience.
• Experience in program monitoring and evaluation, particularly for USAID-funded programs;
• Ability to train/mentor implementing partners and subgrant recipients on appropriate M&E systems, monitor those, and gather overall program indicators from same;
• Technical background in youth development, NGO capacity building, or public private partnerships programming preferred;
• Familiarity with USAID Geo_MIS and TraiNet requirements preferred.
• Strong critical analysis and report writing and editing skills preferred;
• Previous experience working with INGOs;
• Ability to set priorities and meet deadline;
• Fluency in English with excellent oral and written communication skills, strong critical analysis and report writing skills; knowledge of Arabic required.
• Ability to travel within the West Bank and possibly Gaza.
