Programme Manager (Urban) - Kathmandu, Nepal

WaterAid in Nepal (WAN) is an international NGO. It has been working in Nepal since 1987. Its vision is of a world where everyone has access to safe water, improved hygiene and sanitation (WASH). It emphasises (a) scaling up inclusive, affordable and sustainable community-managed water supplies, (b) promotion of sanitation, (c) improving sustained hygiene behaviours, and (d) increasing advocacy work for responsible WASH governance.

Reporting to Country Representative, the selected candidate:

  • Contributes positively to the effectiveness of WaterAid’s overall programme as a member of the Senior Management Team
  • Manages the delivery of WaterAid’s urban programme through NGO partners by complying with WaterAid’s country strategy paper, approaches, shifts, policies and procedures for partners
  • Manages deliveries successfully by ensuring (a) that urban WASH projects are completed on budget, on time and with best-practice technical specifications, (b) that community mobilization work builds capacity in communities to push for sustainable local WASH services and governance, (c) that WASH services are embedded in the working of local institutions for long-term ownership.
  • Develops funding proposals, manages donors’ contracts effectively, and brings innovations to the programme.
  • Manages partner organisations to ensure that effective deliveries of WASH programmes to the urban poor are achieved with agreed-upon outputs and outcomes
  • Promotes and applies innovations in the areas of equity and inclusion, low-cost and scalable sanitation technologies, sanitation finance, and the sustainability of water, sanitation and hygiene activities.
  • Is willing and able to travel to WAN’s partners’ offices and project sites for technical backstopping and monitoring.


Essential skills and experiences:

  • An advance degree in engineering and/or social sciences, preferably with a specialization in a WASH-friendly discipline
  • A minimum of five years of work experience in managing development programs, preferably with a focus on WASH, from the level of conceptualization to execution to monitoring and evaluation
  • Able to motivate, manage and lead the Urban Program Team while effectively deepening relations with NGO partners through advising, funding and monitoring work
  • Experienced in program designs and implementation of small town/emerging town projects where the focus is on WASH
  • A sense of active work-related curiosity, a learning ability, and a demonstrated commitment to do results-driven development work, often under ambiguous circumstances
  • A team player who speaks up, and adds value by working closely with members of the Senior Management Team
  • Familiar with donor contract compliance work, and strong in writing funding proposals.
  • A background in working with urban poor, marginalized and socially excluded communities.
  • Able to commit to WaterAid’s values
