Director, Human Resources (based in Noumea, New Caledonia)

SPC is the Pacific Island region’s principal technical and scientific organisation, delivering research, policy and training services and support to 22 Pacific Island countries and territories in public health, geoscience, agriculture, forestry, water resources, disaster management, fisheries, education, statistics, transport, energy, ICT, media, human rights, gender, youth and culture. SPC’s working languages are English and French.

SPC is seeking a pragmatic, innovative and results-oriented person to lead its HR Section, which supports around 570 staff. The successful candidate will possess:
  • a proven track record in strategic HR policy and management, systems development and change management;
  • relevant tertiary qualifications and the skills required to lead and manage a geographically dispersed team;
  • an ability to communicate effectively in a bilingual and culturally diverse environment, and to work across the organisation and with stakeholders and partners; and
  • excellent interpersonal relationship skills, ability to influence others, business acumen and a commitment to continuous learning and development.

The Director, Human Resources, is part of SPC’s executive team and reports to the Deputy Director-General (responsible for operations and management and based in Noumea). The role is responsible for developing and implementing strategic and operational HR policies and management initiatives and provides leadership to the HR Section to deliver support for SPC’s operations in several countries. The Director will contribute to SPC’s corporate development, resource mobilisation, policy innovation and change management, and its strategic relationships with clients and other stakeholders. The appointment is for three years, renewable subject to performance and funding availability.
