Senior ESP Accountant - Maxwell Stamp PLC, Uganda

The Ministry of Gender, Labour and Social Development (MGLSD), with sup­port from the UK Department for International Development and Irish Aid, is implementing the Expanding Social Protection (ESP) Programme in Uganda. The ESP Programme is a five year programme within MGLSD which was launched in 2010 and is coordinated by the Social Protection Secretariat. It in­cludes a pilot cash transfer scheme, (SAGE) providing regular cash transfers to older persons and vulnerable families living in chronic poverty in 14 pilot districts, reaching 15% of households in target districts. Our Client, Maxwell Stamp PLC has been providing technical support to MGLSD to implement the ESP Programme. Maxwell Stamp PLC is now seek­ing to fill two key positions in the Social Protection Secretariat on a fulltime basis up until February 2015.

Reporting to the Finance and Administration Manager, the Senior ESP Accountant will carry out the following financial management functions.

General Functions:

  • Work with budget holders to prepare medium term forecasts and budgets in Excel;
  • Liaise with district teams involved in the SAGE programme in the preparation of work plans, budgets and financial reports;
  • Liaise with the MGLSD and DFID on the quarterly release of funds
  • Prepare regular timely financial management reports including reports to the ESP Steering Committee
  • Support the procurement process
  • Review expenditure requests, ensure compliance with accounting systems
  • Participate in the training on the financial management of ESP funds transferred to districts.

Requirement:

  • Qualified accountant, ACCA or equivalent.
  • Experience of having worked in a small finance function.
  • Highly computer literate, skilled at developing budgets & forecasts in Excel and Power point presentations,
  • Good interpersonal, presentational and drafting skills.
  • Experience of developing financial systems and writing user manuals.
  • Well organized and meticulous in dealing with documents.
  • Fluent in written and spoken English.
  • Experience of having worked on a donor funded project with multi­currency accounting would be an advantage
