Senior Technical Officer, Social & Behavior Change Communications in Washington, DC

We seek qualified candidates for the position of Senior Technical Officer, Social & Behavior Change Communications in Washington, DC working remotely or Maputo Mozambique.
Position Description:
This position will provide technical assistance to Capable Partners (CAP) Mozambique Prevention Team and partners on social behavior change communication (SBCC). She/he will help manage the prevention TA component for grantees to ensure the project achieves concrete results in the area of prevention and to support local organizations in increasing their understanding of SBCC, to design effective SBCC projects and their ability to apply the principles to their work in very practical manners. The key responsibilities include, but are not limited to:
  • Develop and implement various training tools for the local CAP Partner facilitators, including the “Use of Educational Videos for HIV Prevention” Module;
  • Train, observe, and assess Partner facilitators on the use of these modules and improve/modify training content as needed;
  • Develop a strategy to expand application of tools to other interested community based organizations working on HIV prevention in Mozambique;
  • Provide Technical Assistant to CAP Grantees Action Plan:
    • Assist in developing individual capacity building plans for each partner based on assessment results
    • Develop a model for integrating specific capacity building needs identified in the assessment, with regular TA
  • Support The introduction of Social Mobilizations and Advocacy component in CAP Partner’s HIV Prevention programs
    • Provide inputs to the development of Social Mobilization training materials
    • Strengthen capacity of CAP staff and partners in social mobilization and advocacy so that they can implement activities that generate an enabling environment for individual behavior change prevention practices
    • Provide technical assistance to the revision of Partners’ activity plans to include social mobilization activities while ensuring that the initial objectives of the projects are preserved, the activities respond to formative research results, and the plan does not exceed the organizations implementation capacity
  • Assist the CAP Prevention Team in analyzing achievements and challenges of work plans, and developing new work plans based on analysis, partners’ needs and international trends in SBCC.
Minimum Requirements:
Master’s degree in public health, international communications or other relevant behavioral/social science field. Extensive field experience may be considered in place of degree. Minimum of eight (8) years working on international health issues, including at least six (6) years experience designing, implementing and/or evaluating programs focused on HIV prevention at the community level within a developing country context, preferably southern Africa region or an equivalent combination of education and experience. Demonstrated skills in data analysis, program design, strategic planning, program coordination and implementation, especially within a developing country context. Ability to interpret complex information, such as core SBCC concepts and transfer them in a simple way to help people without formal education understand social behavior change communication and adjust it to their own realities. Excellent analytical written and oral communication skills. Strong interpersonal skills and ability to work with cross-culturally with diverse teams. Excellent judgment, maturity, creativity and problem-solving skills. Ability to work independently with minimal supervision. Proficiency in Portuguese and fluency in English. Willingness to travel to and in Mozambique.
