A sub-tropical island of spectacular and beautiful landscapes in the South Atlantic with a warm and friendly population of 4,000, St Helena is a self-governing overseas territory of the UK, poised for transformation with the imminent construction of an airport.
This will accelerate social and economic change, impacting upon the island’s economy and social fabric as it reverses the trend for outward migration. Opportunities are clear – economic growth, new jobs, better salaries and investment opportunities. It will also bring challenges, with live social policy issues to deal with and a need to manage expectations and communications.
In this vital and highly visible new role, you will offer advice and social analysis input to government policy with key responsibility for developing, coordinating and implementing the Social Policy Plan. You must identify social development gaps in legislation and government policy and support the development of a workforce retention and attraction strategy. As you design and conduct social impact analyses, you will ensure that poverty and well-being are central considerations. Assessing and proposing mitigation measures, you will collaborate to design and implement a robust monitoring framework.
Your valuable socio-economic analysis and advice will help to define the family values that the Sustainable Development Plan is seeking to strengthen and to keep a family/ household and community focus at the centre of sustainable development. Keeping key government players informed on social issues, you will enable them to introduce new policies, legislation and social policy based on sound social analysis. You will also liaise with the Chief Public Relations Officer on social development issues; Training & Mentoring will be a significant part of your remit.
Holding a degree in social policy or a policy related discipline and with a background in qualitative and quantitative socio-economic research, you should have significant relevant experience. This will encompass supervising and managing policy development, policy writing and drafting instructions for legislation, policy implementation and designing and conducting Social Impact Assessments. You must also have experience in at least two of the following: low-income household (poverty) targeting and monitoring, gender and migration issues. With a track record in facilitating consultative processes, you will have a good understanding of government work and structures, the capacity to come to grips quickly with a new subject area and the ability to present hard evidence in an understandable way. You must have excellent communication and interpersonal skills and recognise the importance of teamwork in the delivery of public service management.
