FHI 360’s Center for Civil Society and Governance (CCSG) supports citizens to mobilize effectively to influence policy, improve lives, and build peace. CCSG works with civil society to increase its credibility, visibility and effectiveness by building its capacity to:
  • Advocate for social justice, economic reforms, fiscal transparency, gender equity and the prevention of human rights abuses such as human trafficking and violence against women;
  • Promote peaceful solutions to conflict, support peace negotiations, produce radio and television programs to promote social dialogue and tolerance;
  • Solve community problems, engage youth in civic affairs and provide needed services to citizens;
  • Develop diversified revenue streams and cooperate with business and media sectors; and
  • Increase local governments' responsiveness to citizens.
Position Description:
FHI 360’s Center for Civil Society and Governance is currently seeking a Social Procurement Specialist for an anticipated USAID-funded program in Kyrgyzstan to foster effective collaboration between civil society and the government of Kyrgyzstan to deliver services, resulting in a more responsive and accountable government and a credible, sustainable civil society. The program will consist of three components: 1) Promotion of Government Support for Social Procurements; 2) Capacity Building Support; 3) Civic Advocacy and Government Oversight.
The Social Procurement Specialist will be lead the design and implementation of activities under the project’s Component 1. The objective of this component is to develop and strengthen the systems, procedures and legislation of the government of Kyrgyzstan at the national and local levels so that they may provide direct financial support to civil society organizations for service delivery. This will include the drafting of selection and auditing procedures and development of project management systems for the Kyrgyz Government to undertake social procurements from Kyrgyz civil society organizations. This will entail thorough review and analysis of existing legislation, by-laws, organizational systems and procedures that apply to government funded social contracting and grants for CSOs; drafting of new legislation, by-laws/regulations, procedures and amendments on social procurements, as needed.
Minimum Requirements:
  • Bachelor’s degree in law, international affairs, international development, business administration, public administration or a related field; Master’s preferred;
  • Minimum 5 years experience providing technical expertise in contracting, procurement, legal reform, grants-making, or a related field or equivalent combination of education and/or experience;
  • Experience working with government institutions at both national and local level as well as CSOs;
  • Ability to liaise with and convene different government and CSO stakeholders;
  • Experience working on USAID projects preferred;
  • Excellent oral and written communication skills;
  • Proficiency in English and fluency in Russian and/or Kyrgyz required;
  • Kyrgyz nationals are strongly encouraged to apply.
