Special Tribunal for Lebanon Jobs July 2012

Depending on professional background, experience and family situation, a competitive compensation and benefits package will be offered. The successful applicant will be offered a temporary appointment until 31 December 2012 limited to the Special Tribunal for Lebanon (STL). This appointment and any subsequent extension(s) are subject to terms of the Tribunal’s mandate and/or the availability of the funds. The Special Tribunal for Lebanon is an international inter-governmental organization with its own independent legal identity and not a UN organization. However, STL follows the UN common system for benefits and entitlements to its staff members. UN staff members may also serve on loan from their parent department/office, if selected.

Senior Desktop Management Technician

RESPONSIBILITIES:

The Senior Desktop Management Technician will provide end to end desktop support services to all users within the Special Tribunal for Lebanon. The incumbent will work within the Data Networking and Communications Unit, and will report to the Head of that Unit. S/he will be responsible for, but not limited to the following functions:

• Configure and manage the standardized desktop hardware, image for all desktops, and all office related applications and email accounts using remote deployment technologies;

• Work in partnership with the team responsible for end user services using laptop encryption, dual-factor authentication, and remote access administration;

• Work actively with the Help Desk to resolve technical problems related to desktop (hardware and software) applications, users and email accounts, and manage changes to the standardised image through the configuration management process;

• Deploy monitoring tools to manage the operation of anti-virus software and updates for operating systems, servers, and applications to meet agreed service levels;

• Manage the practical aspects of supply and support contracts for IT end users such as desktop, printer, telephony and ancillary equipment; and,

• Any other ad-hoc duties as required.

COMPETENCIES:

• Professionalism: Self motivated. Ability to perform with minimal supervision, and work under pressure of frequent and tight deadlines.

• Technological awareness: Comprehensive technical experience and problem-solving skills in the area of Information technology including helpdesk service coordination, desktop systems deployment and server system administration. Practical knowledge of relevant ITIL methodologies, capacity management and change management, as they relate to area of assignment.

• Communication: Good written and spoken communication skills, including the ability to convey technical concepts and recommendations to non-technical staff at all levels, both orally and in writing, in a clear and concise style.

• Teamwork: Excellent interpersonal skills and ability to establish and maintain effective working relationships in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity.

QUALIFICATIONS:

• Education: Completed secondary education supplemented by relevant technical training. Industry standard training in ITIL, system administration, and contemporary desktop management systems desirable. Documented equivalent combination of relevant experience and formal education may be considered appropriately.

• Experience: At least 7 years of experience in an end to end desktop deployment and support environment; preferably with previous experience at the international level. Comprehensive knowledge of desktop operating systems, patch management, imaging, and auto deployment and upgrades. Experience with the implementation of standardised desktop hardware, Active Directory infrastructure, and contemporary desktop management systems such as SCCM, desktop encryption and remote access.

• Languages: Arabic, English, and French are the official languages of the Special Tribunal for Lebanon. For this post, proficiency in oral and written English is required. Knowledge of the other official language(s) is an asset.

Associate Network and Security Engineer

RESPONSIBILITIES:

The Associate Network and Security Engineer will actively contribute to the provision of information technology services to the Special Tribunal for Lebanon (STL); assisting with the development of organizational IT security architecture, including hardware and software components. The incumbent will work within the Data Networking and Communications Unit and will report to the Head of that Unit. S/he will be responsible for, but not limited to the following functions:

• Participate in all practical aspects of network and data security services in accordance with STL requirements and is directly involved with the technical work of the Unit in terms of network equipment installation, support, maintenance, and disaster recovery;

• Work actively with the Information Security Officer on issues of security compliance and enforcement of IT security policies, and will conduct security control reviews for business applications and computer installations;

• Make use of network management and monitoring tools to meet agreed service levels;

• Undertake periodic and routine administration of the STL security architecture, including firewalls, IDS / IPS, proxy, encryption and malware systems;

• Actively participate in the development, implementation, and maintenance of data networking and communication security projects; and,

• Perform other duties as required.

Practical knowledge of relevant ITIL methodologies, capacity management and change management, as they relate to area of assignment.

QUALIFICATIONS:

• Education: University degree (graduate degree or equivalent) in computer science or related field. Industry standard certifications in Information Security highly desirable. Documented equivalent combination of qualifying experience and formal education will be considered appropriately.

• Experience: At least 4 years of experience of Information Security in a data networking and communications environment, preferably at the international level. Comprehensive knowledge of TCP/IP and other network protocols, and design of LAN/WAN and network security infrastructure. Experience with internet services including Demilitarized Zones, setup of internet/intranet services for mail and public information. Previous experience in implementation of voice and data projects. Hands-on experience in implementing and supporting network security solutions such as SIEM and DLP would be an asset.

• Languages: Arabic, English, and French are the official languages of the Special Tribunal for Lebanon. For this post, fluency in oral and written English is required. Knowledge of the other official languages is an asset.

Associate Database Administrator

RESPONSIBILITIES:

Within delegated authority, the Associate Database Administrator is responsible for providing and maintaining database services for administrative and judicial information systems used at the Special Tribunal for Lebanon. The incumbent works within the Information Systems Unit and reports to the Head of that Unit. S/he is responsible for, but not limited to the following functions:

• Analyzes, plans, designs, and implements database services in accordance with STL requirements;

• Drafts plans and specifications for the request of equipment and services for database systems;

• Responsible for the design and implementation of the backup and restoration plan for all databases, as well as planning the availability and continuity of all database servers;

• Coordinates with other specialists within the Information Technology Services Section and collaborates with external partners to ensure proper operation of the STL database infrastructure and operation with specific applications for administrative and judicial use; and,

• Performs other duties as required.

• Work Experience: At least 4 years of progressively responsible experience in a database administration environment, preferably with at least 2 years at the international level. Comprehensive knowledge of relational database management systems, SQL, Transact-SQL, and the use of entity relationship diagrams. Experience with established database products including Microsoft SQL Server and the integration of these products with off the shelf applications. Experience on .Net programming (C# and VB.net) is a plus.

• Languages: Arabic, English, and French are the official languages of the Special Tribunal for Lebanon. For this post, fluency in oral and written English is required. Knowledge of the other official languages is an asset.

Assistant/Associate Case Managers

The Defence Office is one of the four organs of the Special Tribunal for Lebanon (STL). Its mandate is to promote and protect the rights of the defence. This duty includes maintaining a List of Qualified Assistant/Associate Case Managers to assist the Defence counsel with the representation of a suspect or accused before the STL.

This announcement is an open call to fill a Roster of qualified Assistant/Associate Case Managers. Candidates will be interviewed before being admitted to the Roster. An Assistant/Associate Case Manager may be selected from the Roster or may be re-interviewed.

A selected Assistant/Associate Case Manager will be hired as staff member to the Defence Office for the duration of case but will work directly with the Defence counsel.

RESPONSIBILITIES:

Working directly with the Defence Counsel and with his delegated authority, the incumbent performs a wide range of functions within the Defence Team representing an indigent client before the Special Tribunal. The Assistant/Associate Case Manager is responsible for the performance of the following duties:

• Prepare and update the case record for trial.

• Ensure efficient and complete logging of disclosure of documents by categorizing and summarizing documents by the Prosecution and other material to the Defence

• Prepare exhibits and materials for production in court.

• Monitor the evidence produced in court and ensure adequate coordination of submissions and technical liaison with Registry and Chambers.

• Work with Counsel in the preparation, organization and administrative management of the case file and the pre-trial and trial hearings.

• Perform other duties as required.

COMPETENCIES:

QUALIFICATIONS:

• Education: University degree, in a relevant related subject such as law, management, politics, information technology. Study and experience of criminal law/public international law/international criminal law/Lebanese law is an asset.

• Work Experience: A minimum of 2 years (for a P1) or 4 years (for a P2) of progressively responsible relevant professional experience, such as experience in the practice of case management at a domestic or international criminal court. Experience in complex cases such as multi-defendant cases, terrorism, murder and organized crime cases is an asset. Prior experience in international investigations or at international criminal tribunals is an asset. Awareness of the political, historical and cultural context of the Middle East is an asset. Knowledge of databases and/or legal analysis software is an asset. Possession of an advance university degree in a relevant field may be considered in substitution of years of experience.

• Languages: Arabic, English and French are the official languages of the Special Tribunal for Lebanon. For this post, fluency in oral and written English or French is required with good knowledge of the other. Knowledge of Arabic is a strong asset.

DRIVER

RESPONSIBILITIES:

Under the overall supervision of the Operations Officer (Registry), Beirut Office and the direct coordination of the Transport Dispatcher, the Driver will be expected to perform the following duties: Driving sedans, 4x4 SUVs, armored vehicles, minibuses and heavy-duty vehicles on a variety of driving duties, including driving in convoys; Collection and delivery of mail and general administrative driving duties; Transportation of personnel and visitors to/from the airport and other destinations within Lebanon as required; Delivery/collection of cargos of various sizes and weights; Submit trip tickets and other transport related documents as specified by the Transport Dispatcher; Check vehicle trip tickets to ensure that they are completed according to transport requirements; Conduct a physical inspection of the vehicle to ensure everything is in order and there are no unreported damages or discrepancies, accordingly report timely such occurrences; Conduct preventive maintenance to ensure that all official vehicles in the STL are kept in a state of readiness: clean, with enough fuel at all times and in roadworthy condition. Perform other tasks that may be assigned by the Transport Dispatcher or the Operations Officer (Registry). These may include support to GSS or administration.

QUALIFICATIONS:

• Education: High school or an equivalent diploma is required. Valid national driving license with a clean driving record. Vehicle Mechanic Certificate and Heavy Duty Driving License will be considered an asset.

• Work Experience: At least 3 years of relevant experience. Transport Section experience in the United Nations or any other international organization is preferable. Working experience in the maintenance / repairs of industrial diesel engines would be considered an advantage.

• Languages: Arabic, English and French are the official languages of the Special Tribunal for Lebanon. For this post fluency in oral and written English and Arabic is required. Knowledge of French will be considered an asset.
