UN WOMEN: REGIONAL PROGRAMME MANAGER - CONVENTION ON THE ELIMINATION OF ALL FORMS OF DISCRIMINATION AGAINST WOMEN (CEDAW)

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations (UN), works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women's rights at the centre of all its efforts, the UN Women will lead and coordinate UN system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It will provide strong and coherent leadership in support of Member States' priorities and efforts, building effective partnerships with civil society and other relevant actors
The Regional Programme “Improving Women’s Human Rights in Southeast Asia“ (2011-2016) is a flagship $10 million programme of the UN Women East and Southeast Asia Regional Office. The 5-year programme is a 2nd phase of UN Women’s Convention on the Elimination of All forms of Discrimination against Women (CEDAW) Southeast Asia programme which covers seven countries - Cambodia, Indonesia, the Lao People's Democratic Republic (Lao PDR), the Philippines, Thailand, Timor-Leste and Viet Nam – and focuses on advancing the implementation of CEDAW in the region towards the goal of reducing discrimination against women in Southeast Asia.
Through institution building, support to advocacy, knowledge generation and south-south exchange, the programme aims to contribute to the outcomes below:
  • Increased skills and knowledge of government officials and civil society gender experts on CEDAW compliance in development and monitoring new and revised legislative frameworks.
  • Increased awareness among formal and informal justice system actors of CEDAW commitments.
  • Strengthened monitoring and accountability mechanisms for implementation of CEDAW commitments.
The Programme is complemented by an associated $3 million project entitled “Regional Mechanisms to Protect the Human Rights of Women and Girls in Southeast Asia” which engages with the newly established Association of Southeast Asian Nations (ASEAN) human rights bodies in promoting the rights of women and children among ASEAN member states and facilitating the realization of gender equality and women’s human rights in the region as per the commitments to CEDAW, CRC and other international human rights instruments.
The Regional Programme Manager is responsible for the leadership, substantive coordination and overall management of the above two programme/projects for results, working together with 7 UN Women Country Offices in the region, and with the programme and operations units in the Regional Centre in Bangkok.

Duties and Responsibilities

Programme planning and managing implementation:
  • Lead the strategic planning of the programme and ensure project interventions are developed within the overall programme framework contributing to the achievements of both immediate and overall regional programme objectives and UN Women Strategic Plan and UNDAFs of each country.
  • Guide country offices in development and implementation of concrete components of the programme with a focus on results.
  • Closely monitor the regional and country level socio-economic and political context of the programme to ensure relevance of the programme and manage risks.
  • Organize periodic consultations with key stakeholders, women leaders, human rights experts and UN partners to gather inputs on programme design and identify opportunities for synergies and collaboration.
  • Working closely with the Operations Unit of the Regional Centre, accountable for the management of the financial and human resources of the programme in conformity with UN Women rules and regulations.
  • Manage and supervise the work and personal development of the regional programme management unit staff and jointly supervise the work of the national level staff with Country Programme Manager.
Results Based Monitoring, Reporting, and Evaluation:
  • Accountable for coordinating systematic monitoring of programme progress and results through implementation of a performance monitoring system and ensuring availability of necessary monitoring and reporting tools.
  • Manage regular monitoring and review of programme and project implementation to analyze progress in achievement of expected results and financial management, and propose direction and solutions, distill lessons learned and best practices.
  • Lead the preparation of results focused donor reports and reports for UN Women management.
  • Lead in managing the programme mid-term and final evaluations, and ensure timely management response.
Knowledge Management and Communication:
  • Develop and implement a knowledge management plan identifying methods for knowledge sharing across programme counterparts and consolidation of lessons learned into knowledge products.
  • Oversee the development of knowledge products, ensuring clarity of purpose, content and presentation.
  • Develop a communication plan in collaboration with the UN Women communication team for periodic communication of programme updates and achievements to external audiences.
  • Contribute programme knowledge to UN Women and external communities of practices.
  • Participate in external forums to share experiences from the programme and contribute to shaping the discourse on realization of women’s human rights and gender equality.
  • Prepare policy documents, briefs and other strategic papers and materials for the Regional Director for use in the development and presentation of a coherent advocacy position and messages of UN Women on women’s human rights.
Partnership Development and Inter-agency collaboration:
  • Nurture partnerships with academia, civil society, development partners and other stakeholders to extend the reach of the programme and its key messages of gender equality and the promotion and protection of women’s human rights.
  • Identify strategic partnerships and opportunities for joint programming with other UN agencies.
  • Represent UN Women in inter-agency forums relevant to governance, human rights, rule of law and others.
  • Support the Regional Director in resource mobilization
Expected results:
The programmes produce high quality outputs that contribute to the expected outcomes of improved institutional mechanisms, capacities and knowledge base for improved implementation of CEDAW and realization of women’s human rights. The programmes are managed efficiently and effectively in line with UN Women rules and regulations.
Impact of Results:
The effective leadership of the Regional Programem Manager in managing the regional programmes directly impact on the achievement of the goals and outcomes of the regional programmes on Improving Women’s Human Rights in Southeast Asia and Regional Human Rights Mechanisms to protect human rights of women and girls in Southeast Asia, and fulfillment of UN Women‘s mandate as a leader in gender equality and women’s empowerment in the UN system

Required Skills and Experience

Education:
  • Master’s degree (or equivalent) in international development, public administration, gender studies or relevant social sciences with focus on women’s human rights

Experience:

  • A Minimum of 10 years of progressively responsible experience, that combines strategic and managerial leadership in development programmes with focus on gender equality and women’s human rights, and preferably 3-6 years with senior-level management responsibilities or similar size and complexity
  • Practical experience managing multi-country regional programmes with programme team spread across geographically would be an asset
  • Familiarity with the East and Southeast Asian region, particularly familiarity with key government and non-government institutions, individuals and networks working on women’s human rights at national and regional levels would be a strong advantage
  • Proven international experience in the UN or an international organization
  • Knowledge of Results-based management (RBM) and practical experience with application of RBM. RBM experience as specifically applied in Fluency in in oral and written English.
  • Knowledge of other UN languages applicable to the sub-region an advantage.the UN context an asset.

Language:

  • Fluency in written and spoken English.

The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system (DAW, OSAGI, INSTRAW and UNIFEM), which focused exclusively on gender equality and women's empowerment.
