UNICEF's work on gender equality is guided by the Gender Action Plan 2014-2017 (GAP), which advances gender equality and the empowerment of women and girls in key areas of UNICEF's work. The GAP identifies four targeted gender priorities – ending child marriage, promoting gender-responsive adolescent health, advancing girl's secondary education, and addressing gender-based violence in emergencies – and elucidates the gender dimensions within each of UNICEF's seven strategic outcome areas – Health, Nutrition, Water Sanitation & Hygiene, Education, Child Protection, HIV/AIDs and Social Inclusion. Additionally, the GAP includes indicators for measuring the success of UNICEF's gender programming and outlines steps to strengthen UNICEF's institutional effectiveness in promoting gender equality throughout its programmatic work.
Purpose of the Position
The Gender and Development Specialist (Monitoring & Evaluation) will be part of the team in the Gender Section, Programme Division, at UNICEF NY Headquarters. Reporting to the Senior Adviser (Gender and Evaluation), the incumbent will support the Gender Section's ability to deliver on the technical excellence and quality of programmatic work on gender equality as well as the strengthening of institutional capacity and system, as outlined in the Gender Action Plan (GAP). S/he will provide technical support on gender in five specific areas: 1) Monitoring progress and reporting on the GAP; 2) Providing technical and quantitative and qualitative research and evaluation support; 3) Providing support to UNICEF's Regional and Country offices on the implementation of the GAP; 4) Researching, writing and consolidating gender-related publications, briefing notes, and reports; and 5) Coordinating knowledge management systems for the section.
Key Accountabilities and Duties & Tasks
1. Monitoring progress and reporting on the GAP
  • Undertake the analysis and compilation of the various data sources necessary for monitoring progress on the GAP and draft the related reports. The Gender and Development Specialist (M&E) will lead the compilation of gender-related data on GAP indicators, and serve as the key technical support member to the Gender Section's senior staff in compiling the biannual reports to the GAP Steering Committee, and the Annual Report on the GAP to the Executive Board.
  • Providing technical and quantitative and qualitative research support
  • Provide technical assistance and quantitative and qualitative research support on gender mainstreaming issues and one or more of the four GAP targeted gender priorities. The incumbent will support the development of new gender indicators and guide users on their application for analysis of outcomes. S/he will provide technical input to strengthen cross-sectoral programming by extracting and consolidating documented lessons-learned/good practices, and findings for dissemination and promotion to internal and external audiences. S/he will also provide technical backstopping in designing impact evaluations and shaping workplans and strategies.
  • Providing support to UNICEF's Regional and County offices on the implementation of the
  • Support the development of training, operational and policy guidance documents and tools to assist field staff in implementing the GAP and promoting gender equality and girls' and women's empowerment throughout UNICEF's programming. S/he will guide Country and Regional Offices in developing gender profiles, undertaking gender reviews, and implementing high quality planning and monitoring related to the GAP, including through the use of the Gender Equality Marker and effective coding of workplan activities.
  • Researching, writing and consolidating gender-related publications, briefing notes and reports
  • Research, draft, consolidate and shape content and analysis for reports, briefing notes, publications and presentations. The incumbent will take support the Gender Section's work on researching and supporting the communications materials the Section produces. S/he will coordinate and prepare inputs to key UN monitoring processes and reports.
  • Consolidating knowledge management systems for the section
  • Support the development and coordination of a knowledge management system for the Gender Section and UNICEF"s gender extended network. The incumbent will manage the section's internet, intranet and team collaboration sites, and she will serve as the focal point who reviews, consolidates, and assesses the relevance of materials that are systematically shared both through the key web based portals as well as through webinars, network meetings, and special events.
Qualifications of Successful Candidate
  • An advanced university degree (Master's or higher) in the social sciences (i.e. sociology, demography, psychology, political science and economics), public health, public policy or international development or directly related technical fields. An academic background/ research experience in gender will be a strong asset.*
  • Minimum five years of relevant work experience at national or international level in conducting rigorous research and analysis on gender, including quantitative research methodologies, and monitoring and evaluation. Good knowledge and understanding of global gender equality issues, specifically relating to children and women, and the current trends, methods and approaches.
  • Strong substantive, technical, programmatic and research skills in gender along with sectoral expertise in at least one of UNICEF's key sectoral areas including health, education, nutrition, WASH, protection, HIV/AIDS, social policy.
  • Fluency in English (written & verbal) is required. Knowledge of an additional UN Language (Arabic, Chinese, French, Russian, Spanish) is considered an asset.
