Partnerships Manager, Gender Section, UNICEF New York HQ

For 70 years, UNICEF has been working on the ground in 190 countries and territories to promote children's survival, protection and development. The world's largest provider of vaccines for developing countries, UNICEF supports child health and nutrition, good water and sanitation, quality basic education for all boys and girls, and the protection of children from violence, exploitation, and AIDS. UNICEF is funded entirely by the voluntary contributions of individuals, businesses, foundations and governments.
Background and Rationale:
UNICEF is in the final year of implementing its Gender Action Plan (GAP) 2014-2017 and is shaping the transition to Phase 2 of the GAP for 2018-2021. The GAP prioritizes four targeted priorities around girls' empowerment: advancing gender responsive adolescent health, advancing girls' secondary education, ending child marriage and ending gender based violence in emergencies. The GAP also focuses on specific gender results within UNICEF's key sector such as Health, HIV/AIDS, Water, Sanitation and Hygiene (WASH), Education, Child and Social Protection to advance women's and girls' empowerment and gender equality. The GAP also has a focus on institutional change and strengthening in order to achieve gender results, including on resource mobilization and allocations, measurement and evaluation of results, talent and capacity strengthening, and knowledge management and communications.
Over the last three years of GAP implementation, substantial interest in expanded resources and partnerships has materialized across UNICEF Country and Regional Offices and at Headquarters. A number of donors and partners have been prioritized and engaged with to advance key themes emphasized in the GAP, and a number of partnership development efforts are underway. These efforts frequently involve not just external partners, but also one or more sections within the Programme Division, as well as UNICEF's Public Partnerships Division (PPD) and Private Fundraising and Partnerships (PFP) Division. Additionally, a number of UNICEF National Committees (Natcoms) based in Europe and the USA are active in supporting resource mobilization and partnership efforts.
Purpose:
In order to further consolidate and enhance these prioritized partnership and resource mobilization efforts, the Gender Section in NYHQ is seeking a consultant who can coordinate the identification, cultivation, management and consolidation of its current and evolving partnerships portfolio. The effort will extend to public and private strategic partnerships, not just for resource mobilization, but also for effectively positioning gender issues at scale and in terms of concrete results. These strategic partnerships need to be built on trust and confidence in UNICEF as a reliable partner in achieving results for the gender targeted priorities and sector mainstreaming programming outlined in the GAP.
The partnerships manager will 1) articulate a 2017 plan for prioritized partnerships and resource mobilization for gender, 2) investigate and advance the internal and external collaborations necessary for moving forward on the plan, 3) develop and manage messaging and the required ongoing communication and follow up on partnership development and resource mobilization, and 4) organize and support the necessary convenings and consultations that consolidate and further such partnerships.
Expected Results (Measurable Results):
  • A synthesized 2017 partnerships and resource mobilization plan
  • Support to partnerships and fundraising around the Girls Empowerment Initiative
  • Partnership development around the emerging concept of "care for and by women."
  • Support to advance partnerships and fundraising on sectoral and cross-sectoral priorities, especially menstrual hygiene management, girls' secondary education, and also on issues related to health, HIV/AIDS, gender based violence, innovation. **

Key competences, technical background, and experience required Deadline
  • Advanced university degree in international development, public relations, marketing, fundraising, communications, social sciences, management, public policy, or related
  • Academic credentials or professional background (programming or fundraising) in gender.
  • A minimum of eight years of progressively responsible and relevant professional work experience, with at least four years in partnerships, resource mobilization and/or donor relations in gender and international development.
  • Excellent relationship management skills and the ability to cultivate interest from UNICEF colleagues, donors and key stakeholders
  • Ability to quickly respond to opportunities, to discern quality opportunities to pursue, and to actively maintain follow-up with stakeholders
  • Experience in private sector partnerships and fundraising
  • Strong project management skills and ability to work across functional areas
  • Superb written and oral communication skills.
  • Experience in writing proposals, concept notes, donor reports.
  • Experience with creative and innovative resource mobilization materials and approaches.
  • Fluency in English, knowledge of another UN language a plus.
