Programme Officer – Focus East Africa

Programme Officer – Focus East Africa
(full time – one year limited with the possibility of extension)
Starting Date: 1 April 2017
Objective of the position:
In line with CARE’s mission, vision and core values the Programme Officer develops and oversees CARE Austria´s project portfolio in East Africa to better the lives of girls and boys and the communities they live in. Current programmes of CARE Austria in East Africa have a geographic focus on Uganda, Kenya, Ethiopia and a thematic range from women to economic empowerment (with a focus on sexual and reproductive health rights), policy dialogue and food security, as well as climate change adaptation.
Responsibilities:
  • Overall coordination of CARE Austria´s projects and activities in East Africa in collaboration with CARE Country Offices
  • Management of donor contracts in collaboration with CARE Austria´s project controlling, implementation of CARE program standards and donor guidelines (mostly European Union and Austrian Development Agency)
  • Capacity building and backstopping to country office staff, in particular regarding donor contract compliance
  • Technical assistance or supervision of technical experts in the areas of food security and climate change adaptation, or economic development
  • Monitoring and evaluation of projects, including field visits to project areas; potentially a temporary stay in the region of 1-2 months
  • Identification of new funding opportunities; development of new projects and proposal writing
  • Contributing with best practises from East Africa to knowledge management and learning within CARE Austria
  • Support to CARE Austria´s and CARE International´s advocacy, media and fundraising efforts for East Africa
    Qualifications:
  • University degree with specialisation in international or economic development; business administration; environment or other disciplines relevant for development cooperation
  • Strong skills in project coordination, project cycle management and ensuring donor contract compliance in a responsible and self-organized manner
  • Sound understanding of key development concepts such as poverty reduction and gender equality, food security and climate change, as well as familiarity with related processes and institutions
  • Minimum 5 years of relevant work experience in the development context;
  • Technical background in economic development and/or food security and climate change adaptation, as well as work experience in sub-Saharan Africa are an asset
  • Experience with EU and ADA contracts is an asset
  • Ability to work under time pressure, managing competing deadlines
  • Experience in project development; strong facilitation and proposal writing skills
  • Excellent communication skills and intercultural competence
  • Excellent spoken and written German and English; French an asset
