Background to Position

The Ministry of Health (MoH) in Timor-Leste is in early stages of developing a health sector wide approach (SWAp) to support the implementation of its new National Health Strategic Plan 2011-2030 (still in draft). The aim is to maximize the contributions of Government of Timor-Leste, plus a broad range of multilateral, bilateral and non-state actors (both not-for-profits, and for-profits) to the development of the health sector in order to improve the health status of the people of Timor-Leste.

The Health Sector Strategic Plan - Support Project (HSSP-SP; soon to be called the National Health Strategic Plan-Support Project, NHSP-SP) is one of the major projects supporting health sector development. HSSP-SP/NHSP-SP is funded at present by the Australian Government Agency for International Development (AusAID) and the World Bank. The overall objective of the project is to improve the quality and coverage of preventive and curative health services, particularly for women and children, in order to accelerate the progress toward the health Millennium Development Goals (MDGs). Specifically, the project aims to improve accessibility to, and demand for, quality health services, strengthen management, human resource development and support systems, and improve overall coordination, planning and monitoring.

As part of a restructured HSSP-SP/NHSP-SP the MoH is seeking to recruit a Financial Management and Budget Planning Specialist to support the Government’s efforts to strengthen its capacity for prudent, effective, and accountable planning and management of public finances to improve health services for the people of Timor-Leste.

1. Objective

The Consultant will work with the Directorate of Planning and Finance in MoH to develop and help implement a practical ‘road map’ to build strong and effective public financial management (PFM) systems, including procurement. The road map is expected to set out realistic and prioritized steps for MoH to take over the next 4 years to strengthen its PFM functions and overall health sector management. The Adviser will help to facilitate a small joint MoH and Ministry of Finance (MoF) working group to ensure this work is consistent with the Government of Timor-Leste’s broader PFM reforms, including the Decentralisation Secretariat.

2. Scope of Work

The overall purpose of this position is to provide effective advisory and specialist support to the MoH management teams based in Dili and in each of the districts to prepare and start implementing a practical PFM road map for more prudent, effective, and accountable planning and management of public finances in the health sector. The Consultant will facilitate a stronger relationship between MoH and MoF colleagues working on PFM and decentralisation plans and processes.

This position is expected to make an important contribution to MoH’s implementation of its new NHSP 2011-2030. While the consultant is expected to undertake and provide both advisory and “hands-on” in-line services, the overall focus and objective is to improve the capability of the MoH staff in all areas related to PFM.

3. Functions and Responsibilities of the Specialist

• To work with the MoH finance and planning management teams in Dili and in the districts, MoF decentralization secretariat, World Bank and AusAID technical specialists and other consultants to complete and commence implementation of a PFM road map for MoH. This will include identifying specific milestones that need to be achieved in order for MoH to receive a performance payment under HSSP-SP/NHSP-SP.
• Review of documents: draft NHSP, MoH PFM workshop report on bottlenecks to service delivery, MoF’s PEFA 2010, Draft WB Health Financing Options paper, DHS 2010 among others, as well as specific documents provided by MoF, and the different directorates at the MoH

4. Outputs and Deliverables
The Consultant’s performance will be measured against the above job description. Working with MoH and MoF the Consultant will be required to complete an initial draft PFM road map by 30 April 2011 that will then be used to inform the design of ongoing development partner support to the health sector through to December 2015. The draft road map will be used as one of the core documents for the joint MoH/MoF/AusAID/EU/WB health sector support design mission planned for May 2011.
The Consultant will help refine the road map following the joint design mission in May 2011 and then support MoH with its implementation.

5. Qualification Requirements
The successful applicant will have the following qualifications and experience:
Essential
1. Bachelor Degree in Finance, Accountancy, Health Planning, Economics or a related field.
2. Minimum of 5 years experience in the general Accounting /Financial Management sector. Experience in Health Sector is an advantage.
3. Minimum of 5 years relevant experience in developing and providing capacity building.
4. Excellent verbal and written communication skills.
5. Demonstrated interpersonal skills in a cross-cultural context under difficult conditions.
6. Fluency in English.

Preferable
1. Post-graduate qualifications in either Finance, Financial Management, Accountancy or a related field (preferably at the Masters or higher level)
2. Relevant experience in a low capacity developing country / post-conflict environment similar to Timor-Leste.
3. Ability to communicate in Tetun, Bahasa Indonesian, or Portuguese
