Gender Advisor – West Africa

POSITION SUMMARY:
This position is responsible for providing leadership and technical assistance in the development of a Regional Learning Center for Gender in West Africa. The goal of the Learning Centers is to build the capacity in the National Offices in gender analysis as a core competency informing the design of World Vision’s interventions so that they support the empowerment of women and girls.

KEY RESPONSIBILITIES:
* Provide leadership to National Gender staff to ensure that Regional and National Offices staff are supported to scale up gender equality programmes and projects. Other leadership responsibilities include;
Build and lead a Regional Gender Network Team;
* Ensure a Regional Gender and Development (GAD) strategy is developed, shared, implemented and evaluated accordingly;
* Ensure capacity for gender equality integration and mainstreaming is built in the Regional and National Offices;
* Research approaches to gender integration with various sectors, document impact and share lessons learned;
* Provide guidance in the recruitment of critical GAD staff in the region;
Enhance networks and partnership with Church and other faith-based institutions, Regional and National NGOs, OAU, UN Agencies, The World Bank and other foundations on issues related to gender equality mainstreaming and justice;
* Provide management oversight to new initiatives in the area of Gender and Development to ensure that there is synergy, appropriate approaches are adopted, the required resources are available and competent staff is hired for those initiatives. Other management issues will include;
* Provide line management to the GAD team at the regional level to enable them contribute to program quality;
* Ensure that any regional projects are managed effectively and they become models that National Offices can emulate in terms of gender mainstreaming;
* Ensure that there are standards, systems, procedures and monitoring tools, which can be used by National and Regional Staff in managing the mainstreaming of gender and development;
* Support proposal preparation and manage resource allocation to projects / programmes as needed;

* Submit quarterly reports of achievements, challenges faced and the proposed solutions, the plan for the following quarter and the areas requiring support;
* Coordinate the development and the rolling out of guidelines, approaches and systems on GAD in collaboration with the Ministry Quality Team Members as well as other stakeholders within and outside the organization;
* Support and advise all GAD staff to manage their relationships with Government, other NGOs, donor community and other agencies relevant to GAD in their geographical settings;
Coordinate and collaborate with other ministry lines such as HEA, FPMG, Advocacy, Child Protection, HIV/AIDS, MED and Support Office Technical units in promoting Gender integration in programmes;
* Relate with external stakeholders such as other NGOs, Agencies that specialize in GAD, universities, and the private sector so as to understand the trends and then advice the region in terms of GAD policies and way forward;
* Represent WV at International Meetings and Forum within and outside the organization on issues related to GAD;
* Work and partner with selected research institutions and universities for research for influencing national and regional gender policy;
* Support the spirit of working together in an integrated fashion within the ministry team and outside of the team;

KNOWLEDGE, SKILLS AND ABILITIES:
REQUIRED:
* Masters degree or equivalent degree/experience in Development Studies, Social Sciences, including Gender studies or related fields;
* Ability to apply gender and development theory to the specific regional context and to identify creative, practical approaches to overcome gender-related challenges;
* Experience in leading strategic planning and a results oriented approach to management;
* Ability and experience of working cross-culturally;
* Proven competencies in designing and conducting staff training workshops;
* Excellent presentation and communication skills;
* Commitment to and understanding of child-focused development in Africa;
* Commitment to World Vision mission and values.
