OBJECTIVES OF THE PROGRAMME :
Purpose of the post:
To support the Ministry of Health and Medical Education (MoH&ME) in improving health systems performance through structural and functional capacity development.

Objectives of the programme:
Improve the overall performance of the health system in the country by:
- Strengthening the capacity of MoH&ME in policy analysis and formulation of evidence based national health policies.
- Contributing to health system development through developing capacity of national policy makers and managers.
Description of duties:
Organizational Context:
- The incumbent will collaborate with programme related national counterparts to solve issues and ensure smooth implementation of the projects and plans.
- Assist the WHO Representative (WR) in all issues related to assessment, planning, management and monitoring of the programmes.

Summary of assigned duties:
Under the direct supervision of the WR and overall guidance of DHS, the incumbent will be providing:
- Assistance in developing health strategies for health systems development to ensure access and effective coverage;
- Assistance in providing guidance on developing national strategic directions for health system development to ensure access and effective coverage especially of marginalized and poor segments of the population;
- Assistance in developing models for organizing health systems and services to be based on Primary Health Care (PHC) approach ensuring comprehensive essential care;
- Assistance in facilitating, strengthening of Health Services Management at different levels of care, promoting integration, autonomy, effective decentralization and user/patient centered care;
- Assistance in supporting the country in developing quality assurance of its health services and their evidence-based performance improvement;
- Assistance in reviewing the information system needs and suggest improvement;
- Assistance in developing the two year collaborative programme in close consultation with all stakeholders in monitoring, reviewing and documenting the implementation status of different programmes and evaluating the outcomes and the expected results;
- Liaison with different stakeholders and partners particularly the institutions and individuals involved in the area of Health System.
REQUIRED QUALIFICATIONS
Education:
- Essential: University degree in medicine, public health or related field.
- Desirable: Post graduate degree in public health.
Skills:
Competencies:
1) Producing results.
2) Communicating in a credible and effective way.
3) Fostering integration and teamwork.

Functional skills and knowledge:
- Skills in project planning, design, monitoring and evaluation.
- Knowledge in management of health systems development projects.

Other Skills: Computer skills (Outlook, Word, Excel, Power Point).
Experience:
- Essential: at least one year experience in the fields of health systems development and monitoring and evaluation of health programmes.
Languages:
Excellent knowledge of English and local language.
