Senior Advisor, Supply Chain Management Management Sciences for Health

OVERALL RESPONSIBILITIES:

The SPS Senior Advisor for Supply Chain Management (SA-SCM) serves as the technical lead on SPS’s work plan activities in Mali focused on supply chain management. Such activities will include, but will not be limited to: quantification, procurement planning, inventory management, warehouse management, distribution and transport, logistics management information systems strengthening (LMIS) and logistics system performance monitoring and reporting. The SA– SCM provides technical leadership and direction for the development and implementation of innovative strategies and activities to support the strengthening of supply chain management systems in Mali. He/she provides support and guidance to the work of SPS/Mali technical staff assigned to specific activities to ensure that the work is of the highest technical quality.

He/she works closely with the SPS/Mali Senior Technical Advisor, Senior Program Associates and Program Associates to conceptualize and execute SPS work plan activities with supply chain management components in a manner that achieves the objectives of the USAID/Mali mission. Although the SA-SCM will be expected to address a wide range of commodities passing through Mali’s health system, the immediate priority will be family planning and reproductive health commodities, followed by malaria commodities and HIV/AIDS commodities.

SPECIFIC RESPONSIBILITIES:

1. Lead implementation of supply-chain related SPS work plan activities: Provide technical leadership and lead implementation of SPS/Mali’s work plan activities plan requiring significant expertise in the following areas: quantification, procurement planning, inventory management, warehouse management, distribution and transport, LMIS and logistics system performance monitoring amongst others. Key activities to be led by the SA-SCM are as follows:
a. Implement the semi-annual procurement planning exercise for contraceptives which culminates in the production of Contraceptive Procurement Tables (CPTs).
b. Oversee the planning and implementation of the annual inventory of contraceptives for CPT exercises.
c. Oversee PPMRm and PPMRc quarterly report preparation.
d. Coordinate with and provide technical inputs to the Senior Program Associate for Information Systems in the -planning and implementation of periodic regional, district and CsCom stock-level monitoring activities that are conducted by the three SPS Regional Coordinators. Provide oversight over SPS work plan activities to improve the availability and quality of logistics management information.
e. Provide input into work planning and budget for supply chain management activities. Take responsibility for defining objectives and progress indicators, organizing technical staff input for work plan activities focused on supply chain management.

2. Supervision of staff: Supervise the work of the Senior Program Associate/Information systems in this area. In particular, the SA-SCM will oversee the SPA’s activities on two pilot initiatives to improve the availability of LMIS information. Additionally, the SA-SCM will guide the SPA/SCM in the implementation of and reporting on End User Verification surveys and Data Quality Audits. Supervisory responsibilities include but are not limited to: meeting with supervisees on a regular basis to discuss issues, track work progress, provide guidance and support, and ensure consistent quality of work performed; conducting Performance Plan and Reviews; communicating, implementing and assuring adherence to MSH policies, guidelines and values; developing staff skills and knowledge; approving timesheets; and facilitating supervisee success whenever possible.
3. Travel within Mali as required to monitor and facilitate the progress of program activities.


QUALIFICATIONS:

1. Graduate degree in a health-related field with specialized training and/or experience relating to pharmaceutical management required; physician, nurse, or pharmacist qualification preferred. Graduate degree in public health will also be considered. Advanced training in logistics management for pharmaceutical products is an advantage.
2. Significant relevant experience in supply chain management and health care logistics systems development and strengthening in developing country context.
3. Experience with public health programs supported by bilateral agencies such as USAID and international agencies such as WHO and World Bank preferred.
4. Demonstrated competence to assess priorities and manage a variety of activities in a time-sensitive environment and meet deadlines with attention to detail and quality.
5. Excellent writing and presentation skills in French are essential. Fluency in English is an advantage.
6. Proven diplomatic skills and ability to effectively develop and manage relationships and communications with multiple stakeholders, including donors.
