The Finance Department of the Inter-American Development Bank is responsible for the mobilization and administration of the Bank's financial resources, pertaining to both the assets and liabilities of the organization, including debt and non-debt funds, the management of the Bank's liquidity, the accounting and financial records of its operations, and the administration of its relations with financial markets and intermediaries. The Treasury Division is responsible for: the negotiation and execution of the Bank's borrowing and liability management transactions; investing and managing the Bank's liquid assets; managing, projecting, and analyzing the Bank's short-term cash requirements; and developing and implementing pricing models to estimate the fair market value of cash-flows to substantiate the Bank's financial statements.
The Financial Services Unit under the Treasury Division provides financial and settlement services for the Bank's loans, capital markets transactions, capital subscriptions and trust fund contributions, including assisting operational departments in selecting available financial products at loan origination, reviewing and validating relevant documentation and financial terms and conditions, administration of the loan financial systems and data, and production of periodic accounting and financial reports for all loan and technical operations. The Unit processes the Bank's incoming and outgoing cash payments, and manages the Bank's external financial relations.
KEY RESPONSIBILITIES
- Provides leadership and direction to the Unit in line with the business objectives of the Treasury Division and Finance Department.
- Coordinates Financial Services Unit activities to resolve business issues and meet business objectives.
- Develops annual business plan for Unit and makes recommendations on resource and budgetary requirements for annual planning purposes. Monitors results and works with Treasury Division Management to reallocate or reorganize resources to improve performance.
- Establishes goals and expectations for Financial Services Unit staff (approximately 30 staff); supervises Unit staff with the assistance of Group Heads, ensuring that timely feedback and guidance is provided to optimize performance.
- Leads the interaction of the Financial Services Unit with other Bank Departments and with the Unit's business partners.
- Leads the Financial Services Unit in the execution of its work program, with particular emphasis on:
- Providing settlement services for loans, investments, borrowings, capital subscriptions, and trust fund contributions.
- Receiving and paying funds relating to loans, investments, borrowings, administrative expenses and other miscellaneous activities.
- Billing and collecting lending products' payments, as well as subscriptions and contributions to Bank's capital and other resources.
- Entering and administering Finance Department system data.
- Providing rule-based accounting and reconciliations.
- Producing accounting and financial reports on loan and technical cooperation operations.
ELIGIBILITY CRITERIA AND TECHNICAL COMPETENCIES
Education: Master's degree in finance, business administration, accounting, or other relevant field, MBA, or equivalent degree required. Certification to practice public accounting is preferred.
Experience: At least 10-15 years of relevant, practical work experience in financial administration of lending products, banking operations in a multi-currency environment, and loan and cash management computerized systems relevant to the accountabilities of the position.
At least 5 years of the experience should be involved in the implementation of financial services and relevant computerized systems within a similar institution, particularly with billing and collection of lending products and multi-currency transactions. Strong technical background and proven management track record is vital. Proven experience in similar positions, preferably in Latin America or the Caribbean, including broad experience at a similar level in coordinating multi-disciplinary teams to develop complex projects is essential. Strong communication skills are necessary in order to effectively address client business demand. Knowledge of multilateral institutions and their operations is a plus.
People Management: Professional and personal stature to lead technically strong teams. Experience in managing multi-disciplinary and/or cross-sector teams, with demonstrated well-honed integration skills. Professional profile that is recognized as a leader and authority among peers.
Systems: Proficiency in the use of MS Office package, Treasury management systems, loan management systems is required, as well as a solid understanding of the complexity of systems development phases (concept, design, development, implementation, production) and systems integration, in particular e.g. with accounting, G/L, and reporting systems.
Languages: Proficiency in at least two of the Bank's official languages (one being English or Spanish) and preferably working knowledge of a third.
