Chief Financial Officer - Bangladesh (Asia/Pacific)

Habitat for Humanity International (HFHI) is seeking a seasoned professional for the position of Chief Financial Officer (Bangladesh), which will be based at our Bangladesh National Office (NO) located in Dhaka, Bangladesh. Reporting to the National Director (Bangladesh), this strategic position will play a key role in the planning and direction of Habitat for Humanity-Bangladesh (HFHI-B). This position will provide direct oversight and support to the Finance Department Staff and ensure that all transactions and financial reports are in compliance with HFHI and HFHI-B finance policies, local laws and accounting standards, as well as donor’s requirements.

Duties:

Oversee HFHI-B’s financial internal controls: Oversee the development, documentation, implementation, and monitoring of internal control processes for the National Office (NO), affiliates and partners to ensure internal controls are in compliance with HFHI-B finance policies.

Oversee the accounting functions for the NO and Habitat Resource Centers (HRCs) and monitor financial transactions to ensure that transactions are recorded on an accurate and timely basis and financial reports are provided to stakeholders by the prescribed deadlines.

Oversee the collection of the HFHI-B’s financial monitoring information: oversee the development, documentation, implementation, and monitoring of financial information to insure that statistical is captured and recorded on an accurate and timely basis and statistical reports are provided to stakeholders by the prescribed deadlines.

Oversee financial grant management: cooperate with other departments in budget preparation, ensure grant transactions are recorded and financial reports are produced correctly, appropriately, and in compliance with grant agreements and HFHI-B policies and procedures.

Analyze financial and statistical information: Analyze NO and affiliate level financial reports on a monthly basis; track key indicators and timelines. Provide written or verbal analysis to stakeholders – HFHI-B managers and supervisors, advisory board, committees and Asia Pacific managers.

Oversee budget management: work with HFHI-B finance and program and admin staff to see that HFHI-B budgets are prepared as required by HFHI and HFHI-B policies; take direction and input from the National Director and HFHI-B staff on the impact of program plans on financial needs and resources; work with the Finance Manager, National Program Manager, Resource Development Manager, Divisional Program Managers and other Area Finance staff, to project cash flow; establish and implement budget control and monitoring mechanism; analyze variance and recommend corrective actions.

Coordinate or provide support for the NO team: advise and consult with other HRC finance staff to see that best practices are shared, that training needs are met by HFHI-B staff or from outside sources, that common program initiatives are accounted for in a standard way and that NO are able to fully utilize technical support for accounting software.

Recommend fund transfers: work with the National Director and the Asia Pacific fund transfer team to assist the NO, affiliates and partners in meeting funding criteria, recommend and prepare funding requests to be reviewed by the National Director, Asia-Pacific Office and HQ; monitor funding against national organizational and HFHI budgets.

Work directly with the NO and affiliates to ensure that all funds are in compliance with internal control requirements, recorded on and accurate and timely basis and required financial reports are reviewed and submitted by the prescribed deadlines.

Ensure the effective use of HFHI-B’s financial resources and assets, proper maintenance of Inventory and fixed assets registers.

Provide leadership to inspire, motivate, and build finance team capacity in pursuit of HFHI organizational objectives; manage finance team and evaluate performance.

Required Skills:
*Bachelor’s degree in accounting, business administration, economics, finance or any related field;
CPA or other accounting/finance certification preferred
*5-7 years experience in accounting and/or financial consulting (including supervisory experience)
*Experience working in an international organization, preferably in an NGO
*Direct experience in the project or grant accounting; microfinance experience preferred
*Working knowledge of accounting software, QuickBooks and Sun Systems or similar programs
*Advanced skills in the use of spreadsheets, worksheets, word – processing programs and the internet
*Advanced skills in information Systems, software installation, Computer based training and support preferred
*Cross cultural Management skills
*Willingness to uphold the Christian principles of HFHI Interactions
*Excellent English verbal and written communication skills
