OBJECTIVES OF THE PROGRAMME :
The area of Planning, Budget and Resource Coordination (PBR) leads the strategic planning process of the Pan American Health Organization (PAHO), including the development of the Organization Strategic Plan and its Program and Budgets, and the operational planning process, including the elaboration of organizational entities´ Biennial Workplans. PBR leads the performance monitoring and assessment process of the Strategic Plan, including the reporting to the Organization Governing Bodies. The area also provides technical support for the elaboration of voluntary contributions projects and programs and is in charge of the resource coordination function in the Organization. Finally, PBR leads the institutional and organizational development of the Organization.
Description of duties:
Under the general supervision of the Deputy Director (DD) and the direct supervision of the Manager, Planning, Budget and Resource Coordination (PBR), the incumbent will be responsible for, but not limited to, the following assigned duties:
a) Lead the Strategic and Operational Planning process (Strategic Plan, and Program and Budget);
b) Lead the performance monitoring and assessment (PMA) of the Organization Strategic Plan implementation both at corporate and entity levels; ensure timely delivery, monitoring, assessment, and reporting on program execution;
c) Manage the review, analysis and approval process of voluntary contributions proposals to be presented to stakeholders;
d) Provide technical support to organizational entities in the elaboration of voluntary contribution proposals; oversee the application of selected instruments, for example Voluntary Contributions and Letters of Agreement (LOAs);
e) Lead the resource coordination function in the Organization, including allocation and reallocation of resources, and the monitoring of the budgetary implementation rate and the funding gap at corporate and entity level;
f) Support the implementation of other PBR projects, such as Institutional and Organizational Development and Program Budget Management; collaborate in human resources capacity development across the Organization in his/her areas of responsibility;
g) Coordinate with External Relations, Resource Mobilization and Partnerships (ERP) to support the mobilization of resources function;
h) Act as a liaison across the Organization entities, with WHO and other UN organizations, and with other stakeholders to maximize programmatic integration, efficiency and effectiveness;
i) Plan and organize with other organizational entities the formulation, development, implementation and control of information systems to monitor and improve existing and future business processes of the Organization;
j) Prepare reports for the Organization Governing Bodies and the Pan American Sanitary Bureau Executive Management;
k) Direct and participate in the development of policies and their implementation and provide authoritative advice in relation to policy and procedures under the areas of responsibility;
l) Support the preparation and execution of the PBR's Biennial Workplan; develop, define and establish the objectives, strategy, plan and budget of the Team; accountable of the products and services of his/her project;
m) Formulate and recommend policies and strategies to improve the functions of the Team; administer, allocate and monitor the Team's financial, logistical and staff resources; prepare, and justify the Team's program and budget proposals;
n) Provide leadership, guidance and monitoring of supervised staff by setting clear work objectives, ensuring timely and effective use of performance reviews and feedback mechanisms, engaging in regular communications, and solving interpersonal or technical conflicts; establish and support a learning environment, to include staff development in the Organization's fundamentals, managerial competencies and technical expertise;
o) Promote a culture of ethical behavior and integrity in accordance with the Organization's Code of Ethical Principles and Conduct in order to ensure a culture of respect, responsibility, accountability, and compliance.
p) Perform other related duties, as assigned.
REQUIRED QUALIFICATIONS
Education:
Essential: A bachelor's degree in management, planning, economics, social sciences and a master's degree in management, business administration, public administration, planning, or related field from recognized university.
Desirable: Health management studies would be an asset.

Advocates ethical behavior and follows organizational guidelines when managing resources, helping to prevent and eventually resolving conflicts of interest.

Technical Expertise:
-Technical: Extensive progressive experience at a senior decision-making level, in particular in planning, budgeting, managing and reporting on international technical cooperation in the health or related sector(s); program management, including staffing, work program delivery, budget management and quality improvement. Practical knowledge of organizational development and monitoring and assessment in the health or related sector(s), and disciplines related to general management, strategic planning, organizational change, and human resource management.
-Managerial: Extensive experience in senior and progressively responsible positions in management of large public or private organizations with a substantial administrative element and requiring sensitive negotiations, high level intervention, and extensive organizational development. Demonstrated ability to bring leadership to strategic, organizational, managerial, and analytic work in health or related sector(s).
-Administrative: Experience with creation and integration of administrative procedures to deliver high quality results; resourcefulness, initiative, highly developed judgment and interpersonal skills to deal with difficult and sensitive situations; courteous style, tact, sensitivity to confidential information; ability to establish and maintain effective Team working relations at different professional levels without prejudice to disciplines, nationality, and cultural background.

IT Skills:
Demonstrated ability to effectively use a computer and utilize software programs such as Microsoft Office Word, Excel, PowerPoint and Outlook. Other IT skills and knowledge of ERP platforms and other enterprise planning and analytical tools would be an asset.
Experience:
Essential: Thirteen years of combined national and international progressively more responsible experience in the planning, implementation and evaluation processes of an organization. Of these at least two years of progressive supervisory functions is essential.
Desirable: Significant experience in a similar area of activity within an international organization would be an asset.
Languages:
Very good knowledge of English or Spanish with working knowledge of the other language. Knowledge of French and/or Portuguese would be an asset.

US$85,615.00 with primary dependants
